Ms. Pham Thi Hong Yen stated that the Land Law is a significant and crucial legislation, directly and extensively impacting all socio-economic activities, affecting both businesses and citizens.
The 2024 Land Law was enacted and came into effect on August 1, 2024. Many of its new provisions and the detailed guiding documents are groundbreaking.

Ms. Yen noted that since 2024, the global economic landscape has been highly unpredictable. Vietnam has prioritized growth, macroeconomic stability, and implementing a revolution in streamlining the apparatus and building a two-tier local government model.
“These new contexts require immediate solutions to address bottlenecks and adapt,” Ms. Yen emphasized.
Regarding the delay in amending the Land Law, Ms. Pham Thi Hong Yen explained that a comprehensive revision at this time needs more time to fully assess all challenges and obstacles.
Additionally, solutions must be holistic, fundamental, comprehensive, synchronized, and interconnected, adhering to the principle of balancing interests among the State, citizens, and businesses. A full revision of the Land Law will continue to be studied in the coming period.
Ms. Yen added that an immediate solution is to issue a resolution to address current bottlenecks. The Government and National Assembly agencies will continue researching to report to the Standing Committee of the National Assembly and the National Assembly.
This approach is expected to contribute to achieving socio-economic development goals, enhancing land management efficiency, and driving Vietnam toward becoming a high-income developed nation.
Unprecedented Workload
Discussing legislative work, Deputy Chairman of the Committee on Legal and Judicial Affairs Nguyen Manh Cuong stressed that the upcoming 10th session will last 40 days and cannot be extended. Combining related laws and reports into the same discussion session has limitations but is the most feasible solution to complete the unprecedented workload at the 10th session.
He also noted that consolidating discussions on draft laws within the same field does not mean “prioritizing quantity over quality.” On the contrary, “ensuring the quality of laws for National Assembly approval is paramount.”
Particularly, according to Mr. Nguyen Manh Cuong, the Standing Committee of the National Assembly has directed and implemented numerous measures to enhance legislative quality, preparing optimally for the session.
