
Huynh Thanh Khiet, Deputy Director of Ho Chi Minh City’s Department of Construction, announced that the Can Gio project falls under the category of constructions exempt from building permits as per current regulations. Previously, the department had responded to Can Gio Tourism Urban Development Joint Stock Company—the project’s investor—regarding their request for permits for technical infrastructure and transportation components.
According to the Department of Construction, this exemption streamlines the investment preparation process, enabling the investor to swiftly commence work on technical infrastructure and transportation, laying the groundwork for the initial phase of this reclaimed land urban area.
Under the amended Construction Law 2020 and Railway Law 2025, projects whose feasibility studies have been approved by specialized agencies and have detailed 1/500 scale planning or approved urban design are exempt from requiring building permits.
The Can Gio project has completed all legal procedures, including the Prime Minister’s investment decision, land allocation and adjustment decisions, detailed 1/500 scale planning, fire safety approval, environmental impact assessment, and technical design appraisal.
