With less than 9 weeks remaining to achieve technical clearance as directed by the Prime Minister, the construction progress of the Bien Hoa – Vung Tau Expressway has only reached approximately 50% of the contract value, lagging nearly 27% behind the planned schedule.
According to a report from the Dong Nai Department of Construction, in the past two weeks, the construction volume by contractors in Component 1 (section through the province) has shown almost no progress. Some units, such as Hoa Binh Construction and Real Estate Corporation and Hai Dang Corporation, have been evaluated as failing to meet their committed schedules.
The delays are primarily due to a lack of urgency in construction organization, a large backlog of road foundation earthwork, and unfavorable weather conditions. The Department of Construction warns that, under current conditions, achieving technical clearance by December 19, 2025, is “unfeasible” unless significant efforts are made by all involved parties.
Chairman of the Dong Nai Provincial People’s Committee, Vo Tan Duc, has issued a document urging the Provincial Project Management Board—the investor of Component 1—to prioritize this as a key political task. Simultaneously, contractors are urged to increase machinery, equipment, and manpower, adopting a “3 shifts, 4 teams” approach, working both day and night to make up for lost time.
Provincial leaders emphasized that the timely completion of technical clearance will be a basis for evaluating and restructuring personnel within the Project Management Board in the near future.

For Component 2, managed by Project Management Unit 85 (Ministry of Transport) as the investor, the Dong Nai Provincial People’s Committee has also requested urgent action to address technical bottlenecks such as clearing channel flows and repairing local roads to ensure traffic safety.
Previously, the Prime Minister, Head of the National Steering Committee for Key Transport Projects, had mandated the technical clearance of the entire Bien Hoa – Vung Tau Expressway in December 2025 to facilitate connectivity with Long Thanh Airport.
However, with low construction output, warnings from specialized agencies, and the current implementation pace, this goal faces significant challenges.
