Billion-Dollar Projects in Can Tho: Funds Secured, Land Acquisition Pending!

Two major transportation projects, totaling over 8,000 billion VND in investment, are poised to transform Can Tho’s urban landscape. However, their progress is currently hindered by challenges in land clearance.

The “Upgrading and Expanding 5 Key Intersections” project in the center of Can Tho City has a total investment of nearly 1.2 trillion VND. However, almost two years after its approval, the project remains stalled due to land clearance issues.

Intersection 1 still has 24 households pending land handover.

The project was approved by the Can Tho City People’s Council in late 2021, and the City People’s Committee ratified it in November 2023. Its objectives include accommodating traffic flow, reducing congestion, constructing modern intersections, enhancing urban aesthetics, and fostering local socio-economic development. The Ninh Kieu Area Construction Investment Management Board is the project’s investor.

According to the Department of Finance, at Intersection 1 (Mau Than – 3 Thang 2 – Tran Hung Dao), the compensation board has paid compensation for security land (the former Xuan Khanh Ward Police Station) as per the approved decision, but the land has not been handed over. For the 24 households affected by the road alignment adjustment, they are ineligible for compensation and demand reconsideration before agreeing to surrender their land.

At Intersection 4 (3 Thang 2 – Nguyen Van Linh), one household remains affected, requesting compensation for an area not included in the original paperwork due to a measurement error during land consolidation.

Intersection 4 still has 1 household pending land handover.

Meanwhile, the “Upgrading and Expanding National Highway 91 (Km0-Km7)” project, with a total investment of 7.238 trillion VND, which commenced on September 22, is also facing land clearance challenges.

The “Upgrading and Expanding National Highway 91 (Km0-Km7)” project still has 565 cases pending land revocation decisions.

The Department of Finance reports that for this project, 98 cases are awaiting legal review, 156 cases are pending approval by the compensation, support, and resettlement council, 496 cases are yet to be approved, and 6 technical infrastructure works are unresolved. Additionally, 565 cases are still awaiting land revocation decisions.

Regarding compensation disbursement, 152 out of 377 approved cases remain unpaid.
