Cua Luc Bay (Quang Ninh) spans nearly 20 km², serving as the confluence of six rivers flowing from the upper reaches of Thien Son Mountain before merging into the vast sea. This area boasts numerous advantages: it is adjacent to Ha Long Bay – a World Natural Heritage Site, borders the northern region of the province with extensive land reserves, is conveniently connected by the provincial expressway, and houses the Cai Lan deep-water port capable of accommodating vessels up to 75,000 DWT.
With its strategic location, Cua Luc Bay has been designated by the Government as a regional connectivity hub, developing under a multi-polar, smart, and green growth urban model. The area will receive synchronized infrastructure investment, establishing international-standard marinas for tourism and services, while fostering regional linkages.
The bayfront space prioritizes public amenities such as plazas, ecological parks, cultural landmarks, and architectural highlights, aiming to create an open, community-friendly, and accessible urban identity.

Bai Chay Bridge.
To seamlessly connect the Cua Luc Bay area, Quang Ninh invested in the Bai Chay Bridge in 2003 using ODA funds, completing and inaugurating it in 2006 to link both banks of the bay. After nearly two decades, the bridge remains a historic symbol of Vietnam’s transport sector, serving as a vital connection between Hon Gai and Bai Chay.
In 2020, to complete the bay’s infrastructure, Quang Ninh commenced construction on two pivotal bridges: Tinh Yeu (Love) Bridge and Binh Minh (Dawn) Bridge. These projects are crucial, not only facilitating rapid connectivity between the northern region and the provincial administrative center but also addressing long-standing transportation challenges and environmental issues.
The Tinh Yeu Bridge and its 4.6 km approach road, with a total investment of 2,109 billion VND, connects the Cai Lan Industrial Zone to the Ha Long – Van Don Expressway at its starting point and National Highway 279 at its terminus. Designed as an urban road, the bridge symbolizes a “Seabird over Ha Long Bay,” embodying uniqueness, modernity, and coastal aesthetic appeal.
The Binh Minh Bridge, spanning over 2.6 km with an investment exceeding 1,700 billion VND, links the main axis of the FLC Urban Area in Cao Xanh Ward to National Highway 279 at its endpoint.
The completion of Tinh Yeu and Binh Minh Bridges has revolutionized infrastructure development, expanding the urban space around Cua Luc Bay. These projects not only synchronize regional connectivity and attract investment to industrial zones but also significantly reduce traffic congestion on the Bai Chay Bridge and National Highway 18, ensuring safe and convenient travel even during the rainy season.

Approach road system to Tinh Yeu Bridge
Leveraging the impact of these key infrastructure projects, Quang Ninh has attracted major investments, including the Thanh Cong – Viet Hung Automobile Plant, the province’s first auto manufacturing facility, and the Vinpearl Safari Ha Long Forest Park, a world-class eco-tourism project poised to significantly boost the region’s economy and tourism.
Recently, Quang Ninh allocated nearly 5,500 billion VND to construct a road connecting National Highway 279 via the Tinh Yeu Bridge interchange to the Binh Minh Bridge approach road, along with a coastal road extension from Tran Quoc Nghien Street to National Highway 279.
Scheduled for completion by 2028, these projects herald a new development phase for the Cua Luc Bay area. The region will then be fully integrated with the provincial expressway network, linking strategic border gates, airports, and seaports, while establishing a modern coastal road stretching dozens of kilometers from Hung Thang Ward to Cam Pha.
This route will traverse key scenic, tourism, urban, economic, and administrative areas of Quang Ninh, forming a dynamic, modern, and interconnected development axis.
