On October 16, the Chairman of the Dong Nai Provincial People’s Committee, Vo Tan Duc, signed a document outlining the progress of Component Project 1 under the investment project for the construction of the Bien Hoa – Vung Tau Expressway Phase 1.

Specifically, the project has been included in the list of nationally important projects and key transportation projects. The Prime Minister has directed that technical completion and opening to traffic must be achieved before December 19, 2025.
The Provincial People’s Committee organized a commitment signing ceremony between the investor and contractors, launching a 140-day plan to complete the technical opening of the Ring Road 3 – Ho Chi Minh City and Component Project 1 of the Bien Hoa – Vung Tau Expressway segment in Dong Nai Province.
Despite multiple urging and directive documents from the Provincial People’s Committee, the construction progress of the two construction packages currently stands at over 50% of the contract value, lagging 26.9% behind schedule.
According to the Provincial People’s Committee, completing the technical opening of the project before December 19, 2025, is a political task of the Dong Nai Provincial Party Committee and the Provincial People’s Committee before the Prime Minister and the Ministry of Construction, aimed at serving the connectivity of Long Thanh International Airport.
Specifically, the Provincial Project Management Board is required to strictly implement the Provincial People’s Committee’s directives to accelerate project progress, add contractors, and instruct contractors to enhance machinery, equipment, materials, and labor by implementing “3 shifts, 4 teams” and “working day and night” schedules. The leadership of the Provincial Project Management Board must prioritize this as their primary political task, focusing on directing and urging contractors to expedite project implementation.
“The completion of the technical opening of the project as directed by the Prime Minister will be a criterion for evaluating and arranging the leadership of the Provincial Project Management Board in the near future,” the document states.
For Project Management Board 85 (Ministry of Construction), contractors are directed to clear waterways at canal, stream, and river locations and repair utility roads and local roads to ensure traffic safety for vehicles and residents. They are held legally responsible for any traffic safety incidents caused by delays in repairs.
Regarding the Ring Road 3 – Ho Chi Minh City project, the construction progress of the three packages has reached 47% of the contract value (4.4% behind schedule). The Provincial Project Management Board is required to instruct contractors to strengthen their commitment, increase manpower and equipment, and organize “3 shifts, 4 teams” to meet the deadline. Additionally, the relocation of 8 high-voltage electric poles must be completed in October 2025.
