On the afternoon of October 18, Deputy Prime Minister Mai Văn Chính, along with a government delegation, met with leaders of Đồng Tháp Province to review reports on production, public investment, import-export activities, infrastructure development, and the implementation of the two-tier local government model.
According to the Provincial People’s Committee, Đồng Tháp’s economic growth rate for the first nine months of 2025 reached 6.98%. Although this places the province fourth in the Mekong Delta region and 27th nationally, it reflects significant efforts amidst challenges in investment, exports, and infrastructure.
Agriculture remains the backbone of the local economy. Both crop yields and livestock production have increased, with product quality improving. Đồng Tháp is among the provinces that have achieved the new rural development goals early, boasting over 1,100 OCOP products rated three stars or higher, including seven five-star products.
The province’s industrial sector saw robust growth, with a 9-month production index increase of 12.95%. Key industries maintained their growth momentum, including seafood processing (up 5.79%), rice milling (up 7.2%), pharmaceuticals (up 3.5%), and post-rice products (up 18.4%). Currently, industrial parks are 91.9% occupied, while industrial clusters are nearly 78% full.
Trade, services, and transportation activities have rebounded strongly. Total retail sales and service revenue increased by nearly 10% year-on-year. State budget revenue is estimated at 17,930 billion VND, up 12.3% and exceeding 86% of the annual target. Despite fluctuations in export markets, Đồng Tháp maintained a trade surplus of approximately 3.2 billion USD.
The tourism sector has shown promising signs, with over 5 million visitors in the first nine months, reaching nearly 70% of the annual target. Total tourism revenue is estimated at over 3,000 billion VND, equivalent to 74% of the set goal.

Investment attraction efforts have yielded positive results. By the end of Q3, the province recorded 2,031 newly established enterprises, surpassing the target by 12.8% and increasing by over 70% year-on-year. Additionally, Đồng Tháp attracted 49 new investment projects, including 38 domestic and 11 FDI projects, with a total registered capital of over 21,100 billion VND, a significant rise from the previous year.
In the social sector, the province completed 2,767 houses for beneficiaries, families of martyrs, and low-income households. Education, healthcare, labor, digital transformation, and social welfare have received coordinated attention, contributing to improved living standards.
Infrastructure development is accelerating, with several key inter-regional projects underway. Notably, the Rạch Miễu 2 Bridge is complete, and the Cao Lãnh – An Hữu Expressway is expected to finish in 2025. Đồng Tháp is also upgrading National Highway 30, commencing Phase 1 of the Mỹ An – Cao Lãnh Expressway, and preparing to expand the HCMC – Trung Lương – Mỹ Thuận route in December. The province is involved in preparing a pre-feasibility report for the HCMC – Cần Thơ high-speed railway. To date, 17 out of 26 major projects have been completed and put into operation.
The social housing development program is progressing strongly. The province has inspected 563 apartments and is implementing five new projects covering 6.47 hectares with over 2,200 units, aiming to exceed the Prime Minister’s target of 1,474 units for this year.
As of September 30, the province’s total public investment disbursement reached 8.3 trillion VND, equivalent to 47.3% of the annual plan. Local budget capital disbursement stands at 49%, while central capital is nearly 44%. National target programs have also performed well, with total disbursement nearing 197 billion VND, or over 68% of the plan, and the sustainable poverty reduction program achieving 100%.
In implementing the two-tier local government model, Đồng Tháp has fully equipped 102 communes and wards with offices, personnel, and facilities. Public administrative centers are operating smoothly, ensuring uninterrupted service for citizens and businesses.
Deputy Prime Minister Mai Văn Chính commended Đồng Tháp’s achievements but also highlighted challenges such as a small economic scale, slow public investment disbursement, inadequate infrastructure, and inefficient commune-level staffing. He urged the province to swiftly develop a new growth strategy, aiming for over 8% growth in 2025.
The Deputy Prime Minister instructed the Provincial People’s Committee Chairman to assign clear responsibilities to each Vice Chairman for public investment disbursement, establish detailed project schedules, and implement overtime work to meet deadlines as directed at the national conference on October 18.
He also emphasized the need to enhance investment promotion, expand markets for key agricultural products like high-quality rice, fruits, and seafood. Disaster prevention must be prioritized to protect lives and property.
Additionally, the Deputy Prime Minister stressed the importance of strengthening the cadre team, ensuring proper expertise, effective operations, and specific monthly, quarterly, and annual performance evaluations. Central ministries and agencies are tasked with addressing local concerns to support Đồng Tháp’s sustainable development.
“Đồng Tháp must unite, strive to overcome difficulties, and leverage all resources to achieve the best possible results in the final months of the year,” the Deputy Prime Minister emphasized.
