Today marks the final day to complete payments for retirement and severance policies under Decree No. 178.

Following the Prime Minister’s directive to finalize payments for policies under Decree No. 178/2024/NĐ-CP and Decree No. 67/2025/NĐ-CP by October 15, 2025, the Ministry of Finance has issued Official Dispatch No. 15917/BTC-KTN, urging all ministries, sectors, and localities to expedite the process within the stipulated timeframe.

According to Official Dispatch No. 9801/VPCP-TCCV dated October 10, 2025, from the Government Office, the Prime Minister instructed the Ministry of Finance to collaborate with relevant ministries, sectors, and localities to promptly disburse benefits to individuals retiring early or resigning as per Decree No. 178/2024/NĐ-CP and Decree No. 67/2025/NĐ-CP. These payments, approved by competent authorities before August 31, 2025, must be completed by October 15, 2025, in alignment with the directives of the Politburo and the Secretariat in Conclusion No. 195-KL/TW.

In response, the Ministry of Finance has called upon all ministries, sectors, and localities to accelerate the disbursement of benefits under the aforementioned decrees, ensuring compliance with the timeline outlined in Conclusion No. 195-KL/TW.

The State Treasury, responsible for the final payment procedures, will process transactions only upon receiving complete beneficiary lists and budget estimates on the Tabmis system.

Over the past period, State Treasury units have worked continuously, including holidays, to support budget users in entering and allocating estimates on Tabmis, verifying documents, and processing payments promptly upon receipt.

The State Treasury pledges to maintain close coordination with ministries, sectors, localities, and budget users to achieve 100% payment completion, ensuring timely, accurate, and compliant disbursements. This commitment aims to safeguard workers’ rights and reinforce public trust in the Party and State’s social welfare policies.

As of October 14, the Ministry of Home Affairs reported a 99.96% resolution rate. A total of 146,846 individuals have received retirement decisions, with 146,782 already paid, leaving only 64 unpaid, representing 0.04%. Additionally, 76 out of 78 ministries, sectors, and localities have completed payments, achieving a 97.44% completion rate.
