On October 16, the People’s Committee of Hai Phong City announced Decision 4068/QD-UBND, establishing the Hai Phong Free Trade Zone.
This decision positions the Hai Phong Free Trade Zone as a new growth engine, contributing to the implementation of Resolution No. 45-NQ/TW by the Politburo on Hai Phong’s development until 2030, with a vision toward 2045.
The zone aims to become a competitive regional and international hub for production, logistics, trade, high-tech services, and finance, fostering high-tech industries, innovation, digital transformation, and green growth.
It is structured into functional areas, including production zones, port and port logistics areas, logistics centers, trade and service zones, and other designated functions.
Operations, mechanisms, policies, and management of the Hai Phong Free Trade Zone are governed by National Assembly Resolution No. 226/2025/QH15 dated June 27, 2025, on pilot special mechanisms and policies for Hai Phong’s development, along with relevant legal documents.
The Hai Phong Economic Zone Management Board, under the Hai Phong People’s Committee, directly oversees state management of the Free Trade Zone, providing administrative and support services for investment, production, and business activities within the zone.
Spanning approximately 6,292 hectares, the Hai Phong Free Trade Zone is strategically located across non-contiguous areas linked to the Dinh Vu – Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone. It comprises functional areas such as production, port and logistics, logistics centers, trade and services, and other legally defined zones.
Functional areas within the Free Trade Zone meeting duty-free zone criteria under the law are ensured customs inspection, supervision, and control by customs authorities, along with state management by relevant agencies in their respective fields, as prescribed by law.
The Hai Phong Free Trade Zone is a geographically defined area established to pilot special mechanisms and policies outlined in National Assembly Resolution No. 226/2025/QH15 dated June 27, 2025, for Hai Phong’s development.
Planned across three locations totaling approximately 6,292 hectares within the city’s coastal economic zones, the specifics are as follows: Location 1, covering around 2,923 hectares in the Southern Hai Phong Coastal Economic Zone, includes the communes of Chan Hung and Hung Thang.
It borders the Van Uc River to the north, residential and urban development areas of Hung Thang commune to the west, the East Sea and Do Son coastal strip to the south, and coastal port and logistics services to the east. Location 2, spanning about 1,077 hectares in the Dinh Vu – Cat Hai Economic Zone, is situated in Dong Hai Ward.
It is bounded by the Tan Vu – Lach Huyen bridge and Nam Dinh Vu Industrial Park (Zones 1 and 2) to the north, the Lach Huyen maritime channel and the East Sea to the south, Lach Huyen deep-water port to the east, and Hai An Ward’s developing coastal urban and industrial area to the west.
Location 3, approximately 2,292 hectares, is part of the Cat Hai Special Zone within the Dinh Vu – Cat Hai Economic Zone.
It adjoins berths 01-06 of Lach Huyen Port and the railway station connecting Lach Huyen Port to the Lao Cai-Hanoi-Hai Phong-Quang Ninh railway line to the east and northeast, the Tan Vu – Lach Huyen bridge and Cat Hai Island’s mainland to the west, and the East Sea to the south.
Development of the Hai Phong Free Trade Zone will proceed in alignment with national socio-economic strategies, the city’s master plan, and the approved objectives and development directions for the zone, ensuring synchronization, feasibility, and effectiveness.
