Ho Chi Minh City Chairman Mandates 30% Reduction in Administrative Procedure Processing Time

The Chairman of the Ho Chi Minh City People’s Committee has mandated a significant reduction in administrative procedures for 2025, targeting at least 30% less processing time and a minimum 30% decrease in compliance costs.

The Ho Chi Minh City People’s Committee has issued a directive to all departments, agencies, and local authorities regarding the implementation of Prime Minister’s Telegram 187/2025/CĐ-TTg. This directive focuses on stringent control, streamlining, and simplification of administrative procedures.

Accordingly, the Chairman of the Ho Chi Minh City People’s Committee has instructed heads of departments, agencies, and local authorities to rigorously and synchronously implement measures to tightly control the issuance of administrative procedures in local legal documents. They are also required to review and simplify existing administrative procedures.

Specifically, administrative procedures must be promptly, fully, and accurately disclosed. Authorities are to identify and propose amendments to outdated regulations and procedures that hinder business and trade development.

Additionally, ongoing efforts will be made to review and propose further simplification of administrative procedures, particularly those specific to the locality.

By 2025, the goal is to maximize the reduction of business conditions, minimize pre-inspections in favor of post-inspections, and cut at least 30% of the time and costs associated with administrative procedures related to production and business activities.

All actions must be completed and reported to the Chairman of the Ho Chi Minh City People’s Committee (via the City People’s Committee Office) by October 30 at the latest.

100% Online Implementation of Business-Related Administrative Procedures

The Chairman of the Ho Chi Minh City People’s Committee has tasked departments and agencies with coordinating the City People’s Committee Office (City Public Service Center) to review and implement online public services for 100% of business-related administrative procedures. This initiative aims to ensure seamless, efficient, transparent, and paperless processes, with completion targeted for 2025.

For administrative procedures not bound by administrative boundaries, the Chairman has directed departments, agencies, and local authorities to publicly list them at one-stop shops and on their official electronic information portals.

They are also required to provide effective guidance and processing for citizens and businesses, ensuring smooth operations and avoiding local bottlenecks.

Furthermore, the Chairman has instructed departments, agencies, and local authorities to accelerate the digitization and integration of data and online public services.

The directive emphasizes the urgency and importance of these tasks, requiring immediate and focused completion.

Therefore, the Chairman has called on heads of departments, agencies, and local authorities to lead their respective units in fulfilling these responsibilities, ensuring smooth and effective administrative reforms and public service delivery for citizens and businesses.
