Ho Chi Minh City Proposes 100% Health Insurance Coverage for Students, Seniors

The Ho Chi Minh City Department of Health has proposed full health insurance coverage for students, seniors, and the elderly, aligning with policies in Ba Ria - Vung Tau and Binh Duong ahead of integration.

The Ho Chi Minh City Department of Health has submitted a proposal to the People’s Committee, seeking the issuance of a resolution by the City People’s Council. This resolution aims to provide 100% health insurance premium support for students, senior citizens aged 65 to under 75, residing and studying within the city.

According to the Department of Health, this policy is designed to alleviate the financial burden of healthcare costs, ensure equitable access to social welfare, and align with the goals of Resolution 72-NQ/TW issued by the Politburo. The objective is to achieve over 95% health insurance coverage by 2026 and universal coverage by 2030.

Currently, Ho Chi Minh City lacks a specific resolution for this demographic, whereas newly merged localities Binh Duong and Ba Ria – Vung Tau have already implemented similar support policies.

Specifically, Binh Duong offers 100% health insurance premium support for seniors aged 70 to 79 and ethnic minorities in Zone I communes. Ba Ria – Vung Tau provides 100% support for individuals aged 65 and above, and 50% for students, exceeding the central government’s mandated 20%.

Given this context, the Ho Chi Minh City Department of Health emphasizes the need for a unified policy post-merger, ensuring social welfare equality, enhancing management efficiency, and strengthening public trust in the urban administration.

The estimated total budget for 2026 is approximately VND 2,663 billion, benefiting over 676,000 seniors and 2.8 million students.

Under this policy, students will receive 100% health insurance premium support, comprising 50% from the central government and 50% from local funds. Individuals aged 65 and above will receive full premium support.

The policy is expected to be submitted for approval by the People’s Council in an expedited procedure during the October-November 2025 session and will take effect 10 days after issuance.

The Department of Health believes timely implementation will expand health insurance coverage, reduce healthcare costs for residents, and harmonize social welfare policies across Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau. This will lay the foundation for balanced and sustainable development in the Southern Key Economic Region.
