New Emissions Testing Proposal for Motorcycles and Scooters

The Ministry of Construction is seeking public input on a draft amendment to Circular 47/2024/TT-BGTVT, which pertains to motor vehicle inspection regulations. The proposed changes focus on revising the emission inspection process specifically for motorcycles and motorbikes.

According to the draft, motorcycles and mopeds (collectively referred to as motorbikes) with a usage period of up to 5 years from the manufacturing date will be exempt from submitting documents and will not need to be brought to inspection centers for emissions testing.

The emission certification for these vehicles will be issued by the Vietnam Register through their inspection management software, based on the technical safety and environmental protection quality certification data obtained during the manufacturing, assembly, or import process.

The Ministry of Construction proposes that motorbikes with a usage period of up to 5 years from the manufacturing date will be exempt from submitting documents and emissions testing at inspection centers.

Compared to the current regulations in Circular 47, emissions testing was previously conducted using data from the Vietnam Register combined with vehicle registration data from the Ministry of Public Security. However, in this revised draft, the Ministry of Construction proposes using only the internal data of the Vietnam Register for emissions testing.

The draft also adds and amends the list of required documents for motorbike inspections, while maintaining the basic inspection process: Vehicle owners present registration documents; inspection centers verify the information and issue a receipt or notification as applicable.

Documents can be submitted in person or online. Notably, vehicle owners can use certified copies, electronic copies, or vehicle registration certificates integrated into the VNeID electronic identification app (level 2 or higher). If vehicle registration data is shared between agencies, citizens will not need to present these documents, reducing administrative procedures.

Regarding motorbike emissions testing, the Ministry of Agriculture and Environment is still gathering feedback on the roadmap for implementing national technical standards for emissions of motorbikes currently in use in Vietnam.

The draft proposes that emissions testing for motorbikes currently in use will begin in Hanoi and Ho Chi Minh City from July 1, 2027. For cities like Haiphong, Hue, Da Nang, and Can Tho, testing will start from July 1, 2028.

For the remaining provinces, motorbike emissions testing will commence from July 1, 2030. However, the draft also suggests that depending on actual conditions, these provinces and cities may set an earlier implementation date.

According to Directive No. 20 issued on July 12, 2025, by the Prime Minister on urgent tasks to reduce air pollution in major cities, Hanoi has been tasked with implementing a roadmap for vehicle conversion, with specific milestones:

By July 1, 2026, no motorbikes using fossil fuels will be allowed within the Ring Road 1; from January 1, 2028, further restrictions will be placed on personal cars and gasoline-powered motorbikes within Ring Road 1 and Ring Road 2; from 2030, the restriction area for personal cars and gasoline-powered motorbikes will be expanded to the entire area within Ring Road 3.
