Emphasizing the significance of the 10th session, Tạ Thị Yên highlighted that it marks a pivotal moment for the National Assembly, as it fulfills its responsibilities for the current term while preparing for the next. Beyond legislative and oversight duties, personnel matters are a key focus, drawing significant attention from constituents and the public.
According to Yên, based on decisions from the Central Executive Committee and submissions from authorized agencies, the National Assembly will deliberate on personnel matters within its jurisdiction. This includes electing, approving appointments, and relieving key leadership positions within the state apparatus. This routine process ensures continuity, stability, and efficiency in the new context. All personnel procedures adhere strictly to the Constitution and laws, ensuring democracy, objectivity, and transparency. National Assembly deputies will exercise their rights and responsibilities before the people and voters through secret ballots, upholding the principle of democratic centralism.
“Personnel work at this session is a step toward finalizing the apparatus at the end of the term, preparing for the new National Assembly term, and laying the foundation for a more effective and efficient state apparatus under the Party’s leadership. Therefore, personnel work is conducted cautiously and in accordance with procedures,” Tạ Thị Yên emphasized.
Additionally, the leadership of the Committee on Deputies noted that competent agencies are finalizing personnel procedures and dossiers as required. “Personnel matters are expected to be addressed on the last day of the first working week of the session. All steps will ensure democracy, objectivity, and transparency,” Yên informed.
Regarding specific personnel numbers, she stated that based on the Government’s submission and the Politburo’s introduction, the Standing Committee of the National Assembly will provide detailed reports at the time of personnel presentation. Personnel work will be meticulously prepared, demonstrating unity.
“This is not only a step toward finalizing the apparatus at the end of the term but also lays the foundation for the effective and efficient operation of the state apparatus in the next phase,” Yên reaffirmed.
Previously, General Secretary Tô Lâm issued Resolution No. 73-NQ/TW from the 13th Plenary Session of the 13th Central Committee of the Communist Party of Vietnam (13th Central Committee). According to this resolution, the Central Committee will provide opinions on personnel for the Politburo to decide on introductions at the 10th session of the 15th National Assembly for the following positions: Secretary-General of the National Assembly – Head of the National Assembly Office; Head of the Committee on Science, Technology, and Environment of the National Assembly; Member of the Standing Committee of the National Assembly, Head of the Committee on Deputies; and approval of the positions: Deputy Prime Minister, Minister of Foreign Affairs, and Minister of Home Affairs.
