At the invitation of the Russian Federation Government, Deputy Prime Minister Bui Thanh Son led the Vietnamese Government delegation on a working visit to Russia. The delegation also attended the 8th Russian Energy Week Forum held in Moscow from October 15-17, 2025.

This annual international event, sponsored by the Russian Government, attracted nearly 5,000 delegates from 80 countries and territories. Over 70 sessions were held to discuss global energy trends, economic solutions, technology advancements, and international cooperation for sustainable and efficient energy development.
During the first plenary session on October 15, themed “Global Energy Market: Transforming Relationships and Balancing Interests”, Deputy Prime Minister Bui Thanh Son co-chaired discussions alongside his counterparts from Russia, Belarus, and other government representatives. The session focused on energy-related issues in the context of the global population projected to reach 10 billion by 2050.
According to Nhan Dan Newspaper, Deputy Prime Minister Bui Thanh Son outlined Vietnam’s overarching goals by 2030 and vision by 2045. These include ensuring national energy security, providing stable, high-quality energy, reducing emissions for socio-economic development, safeguarding national defense, improving livelihoods, and protecting the ecological environment.

At the forum, Deputy Prime Minister Bui Thanh Son addressed delegates’ inquiries regarding Vietnam’s liquefied natural gas (LNG) infrastructure development plans.
He announced that Vietnam plans to establish 10-14 LNG port clusters for corresponding gas-fired power plants across all regions. Investors in LNG port clusters and gas-fired power plants are actively progressing, aiming for commercial operation between 2028 and 2030.
The Deputy Prime Minister emphasized Vietnam’s openness to investors from Russia and other countries to share expertise and collaborate in enhancing LNG port infrastructure development and operation capabilities.
This underscores Vietnam’s commitment to developing clean, green, and high-efficiency energy while ensuring energy security and sustainable development.
LNG stands for Liquefied Natural Gas. It is natural gas (primarily methane, CH4) cooled to approximately -162°C, transforming it from a gaseous to a liquid state. This reduces its volume by about 600 times compared to its gaseous form.
This process facilitates easier and more efficient storage and transportation of natural gas, particularly over long distances via specialized vessels or for energy applications such as electricity generation, industrial use, and heating.
LNG is considered a cleaner energy source than coal or oil, emitting less CO2 and pollutants when burned.
