The Latest Development in the Auction of Chi Lăng Stadium Complex

After a prolonged period of complications, the Chi Lăng Stadium Complex has finally been cleared for auction, marking a significant step towards resolving the debts associated with the high-profile Phạm Công Danh case.

On October 19, the Civil Judgment Enforcement Department of Da Nang City provided updates regarding the handling of land use rights for the Chi Lăng Stadium High-Rise Commercial and Service Complex.

Accordingly, the Civil Judgment Enforcement Department of Da Nang City is executing a portion of the case involving Phạm Công Danh and his accomplices (Phase I) as per the first-instance criminal judgment No. 332 dated September 9, 2016, issued by the People’s Court of Ho Chi Minh City; the appellate criminal judgment No. 30 dated January 24, 2017, issued by the High People’s Court in Ho Chi Minh City; and related enforcement decisions.

Among the rulings, Phạm Công Danh and Thiên Thanh Group LLC are jointly obligated with IDICO Construction and Tourism Investment Joint Stock Company and Thành Thành Công Trade and Service LLC to compensate the Vietnam Construction Joint Stock Commercial Bank (now the Digital Transformation Joint Stock Commercial Bank) for a total principal debt of over 4.132 trillion VND, accrued interest as per credit agreements, and 408 million VND in first-instance civil court fees.

Among the assets secured for enforcement is the Chi Lăng Stadium High-Rise Commercial and Service Complex.

The Civil Judgment Enforcement Department of Da Nang City reported that it has successfully enforced the collection of 408 million VND in first-instance civil court fees and over 466 billion VND in principal debt. The remaining principal debt to be enforced is over 3.665 trillion VND, along with accrued interest.

Regarding the enforcement process and asset handling for the land use rights of the Chi Lăng Stadium High-Rise Commercial and Service Complex, the department acknowledged challenges and obstacles. However, these issues have now been resolved, providing a basis for asset handling. The department has completed the procedures for auctioning the land use rights of the complex as a single block, in accordance with regulations.

On May 30, 2025, the enforcement officer issued Decision No. 21 for the compulsory seizure of land use rights. Additionally, supplementary seizures were conducted for three land plots: plot No. 50 (Lot No. 1) and plot No. 51 (Lot No. 12) on map sheet No. 2, and plot No. 138 (Lot No. 9) on map sheet No. 3, all within the Chi Lăng Stadium High-Rise Commercial and Service Complex.

The Civil Judgment Enforcement Department of Da Nang City executed the land use rights seizure based on the court judgment and issued land use right certificates. According to the decision of the Da Nang City People’s Committee, after the auction winner receives the transfer, the land will be reclassified as “commercial and service land” with a 50-year term, aligning with the zoning plan…

For the auction of land use rights for 14 plots (comprising 10 land use right certificates), due to previous uncertainties in plot boundaries during state agency subdivision, the relevant departments agreed to auction all plots as a single block (a one-time auction for all seized plots).

Regarding project implementation, the auction winner is responsible for contacting competent authorities to complete investment, construction, and other related procedures as required by law. The buyer must ensure their financial capability.

For the liquidation of assets attached to the land, the Civil Judgment Enforcement Department of Da Nang City will conduct the auction concurrently with the state agency’s handling of on-site assets, with specific public notices provided to auction participants.
