Thousands Frustrated as Week-Long Efforts Fail to Submit Social Housing Applications Online

Struggling to secure a NOXH online application for Rice Long Châu, a determined couple took turns requesting leave from work, meticulously planning shifts to ensure one of them could submit their application. Despite their relentless efforts, success remained elusive. The developer’s daily cap of 70 online submissions has left thousands of hopeful applicants in limbo, unable to finalize their registration.

Starting October 1st, the joint venture developer officially began accepting applications for the purchase or lease-to-own of the Rice City Long Châu Social Housing Project (located in Bồ Đề Ward, Hanoi).

According to the announcement, applicants must submit scanned soft copies of their documents online via the website: https://www.ricecitylongchau.com. The joint venture will then review the validity of the applications. If approved, applicants will receive a QR code to submit hard copies (only those with a QR code can submit physical documents).

However, many applicants report that, despite the submission period nearing its end, thousands are still unable to submit their applications online. Some families have even taken time off work and split shifts in futile attempts to submit their documents.

In an interview with Tiền Phong, Ms. T.T.T (from Nghệ An) shared her experience: “Since October 4th, I’ve been trying to submit my application for the Rice City Long Châu Social Housing Project. Yet, as of October 18th—15 days later—I still haven’t succeeded. Every time I upload my documents, the system claims it’s overloaded due to high traffic,” she explained.

The developer processes only 70 applications daily. As of late afternoon on October 15th, 1,595 applicants were still in the queue.

Like Ms. T, thousands of applicants are frustrated by their inability to complete the online submission process. Mr. H.P.M (a Hanoi resident) shared his story: “I serve in the military but still rent a home. My wife and I hoped to secure a social housing unit at Rice City Long Châu for stability. However, after nearly 10 days of attempting to upload our documents, our application remains unprocessed. Each attempt yields the same message: ‘High traffic—please try again in a few minutes.’ I’ve spent entire weeks at the computer, neglecting work, just to submit our application without success.”

Website Under Attack, Developer Reports to Police

Investigations reveal that many applicants have encountered persistent website issues, including frequent crashes, slow loading times, and mid-submission freezes. Some successfully submitted applications but never received confirmation emails, leaving their submissions unrecognized.

On October 9th, BIC Vietnam JSC, representing the joint venture developer, stated: “During the application process, our website faced deliberate cyberattacks. Malicious actors used automated tools to simulate clicks, spam access, and overload the system. They also hijacked user IDs during registration, causing sudden surges in fake traffic that destabilized the website. These attacks cost hundreds of millions of dong daily and appear to be coordinated efforts to exploit the system for illegal gains by charging applicants extra fees.”

BIC Vietnam JSC has logged all relevant IP addresses and system data, reporting the incidents to the Cyber Security and High-Tech Crime Prevention Department (PA05) of the Hanoi Police.

The company pledged: “We are committed to stabilizing the online registration system to protect the legitimate rights of social housing applicants. We will collaborate closely with authorities to address these violations.”

Despite this commitment, as of October 18th, applicants still cannot submit their documents online.

Only 70 Online Applications Processed Daily

The Thượng Thanh Social Housing Project comprises three 22-story buildings (CT1, CT2, CT3, excluding basement and stairwell levels), totaling 1,951 units. Of these, 1,765 are for sale, and 186 are for lease-to-own. Unit sizes range from 32.31m² to 69.9m².

The project is developed by a joint venture between Him Lam Thủ đô JSC and BIC Vietnam JSC.

The average sale price is 29.4 million VND/m² (including VAT, excluding maintenance fees). The average lease-to-own rate is 346,701 VND/month/m² (including VAT).

Contract signing for CT1 is expected to begin on November 24, 2025, and for CT2 and CT3 on January 26, 2026.

The joint venture processes a maximum of 70 applications daily.
