On October 20, at the National Assembly House in Hanoi, the 10th Session of the 15th National Assembly officially commenced. This session holds significant importance as it not only addresses routine matters but also conducts a comprehensive review of the entire 15th term (2021-2026).

Largest workload since the term began
According to the agenda, the 10th Session will span 40 days, concluding on December 11, 2025. The National Assembly is expected to review and decide on 66 items and groups of items, including 49 draft laws, 4 resolutions related to legislative work, and 13 groups of items concerning socio-economics, state budget, supervision, and other critical issues. This session is considered to have the largest legislative workload since the term began.
Preparations for the session have been meticulously conducted. The Standing Committee of the National Assembly has dedicated ample time to gather opinions and organized a Conference of Professional National Assembly Deputies to thoroughly discuss the items to be presented to the National Assembly. The Office of the National Assembly has strengthened coordination with relevant agencies, reviewing and comprehensively refining all aspects to ensure the quality of service for the session.
49 key draft laws and 4 resolutions
In legislative work, the National Assembly will review and adopt 49 draft laws, including several comprehensive amendments that significantly impact the institutional system and socio-economic life, such as: the Cybersecurity Law (comprehensive amendment), Press Law (amendment), Artificial Intelligence Law, Personal Income Tax Law (amendment), Planning Law (amendment), Bankruptcy Law (amendment), Construction Law (amendment), and Deposit Insurance Law (amendment)…
Notably, many projects will be reviewed under shortened procedures to meet urgent practical needs, particularly in the fields of security, order, technology, environment, and digital transformation.
Additionally, the National Assembly will adopt 4 important resolutions, including:
– Resolution on special mechanisms and policies to implement Resolution 71-NQ/TW on breakthroughs in education and training development.
– Resolution on special mechanisms and policies to implement Resolution 59-NQ/TW on international integration in the new situation.
– Resolution on implementing Resolution 72-NQ/TW on protecting, caring for, and improving people’s health.
– Resolution on resolving difficulties in the implementation of the Land Law.
Key socio-economic issues
Regarding socio-economic and state budget matters, the National Assembly will review the Report on the implementation of the 2025 socio-economic development plan and decide on the 2026 plan. It will also review the Report on the implementation of the 2025 state budget, the central budget allocation plan, and the 2026 public investment plan.
The National Assembly will also discuss summary reports on the implementation of 5-year plans for the 2021-2025 period, including socio-economic development, economic restructuring, medium-term public investment, national finance, and public debt repayment. It will also outline plans for the 2026-2030 period.
In supervision work, the National Assembly will review reports on anti-corruption, legal violations, judicial work, and voter petitions. Notably, it will adopt a Resolution on the results of the thematic supervision on “The implementation of policies and laws on environmental protection since the Environmental Protection Law 2020 took effect.”
Term review and new phase orientation
A key highlight of the session is the review of the 2021-2026 term. The National Assembly will discuss the draft Report on the work of the 15th National Assembly; review work reports from the President, Government, Standing Committee of the National Assembly, Council of Ethnic Minorities, Committees of the National Assembly, Supreme People’s Court, Supreme People’s Procuracy, and State Audit Office.
Furthermore, the National Assembly will decide on adjustments to the 2021-2030 National Master Plan; consider investment policies for the National Target Program on modernizing and improving education quality for the 2026-2035 period; discuss draft documents for the 14th Party Congress; and address personnel matters within its jurisdiction.
According to the agenda, at the opening session on the morning of October 20, after the speech by National Assembly Chairman Tran Thanh Man, the National Assembly will hear reports from the Government on the implementation of the 2025 socio-economic development plan and the 2021-2025 period; the 2026 plan; the review reports from the Economic and Financial Committees; the synthesis of voters’ opinions by the Chairman of the Central Committee of the Vietnam Fatherland Front; and the work report of the 15th National Assembly.
