Ninh Binh Accelerates International Airport Planning
The People’s Committee of Ninh Binh Province is further clarifying the planning proposal for Ninh Binh International Airport, a key infrastructure project within the National Airport System Master Plan for 2021-2030, with a vision to 2050.
According to the initial research proposal, the consulting unit has suggested three potential locations across different districts and communes for the airport’s construction. The first two sites are in Liêm Tuyền Ward, Bình Lục Commune, and Bình Mỹ Commune, while the third is in Bình Sơn, Tân Minh, and Thanh Bình Communes. However, the Ninh Binh People’s Committee has yet to finalize a specific plan.
Phạm Quang Ngọc, Chairman of the Ninh Binh People’s Committee, has instructed the consulting unit to conduct deeper research and consider expanding the analysis to other locations to identify the most optimal solution. He emphasized that the selection criteria must prioritize infrastructure advantages, long-term development space, investment attractiveness, connectivity with Hanoi, and alignment with the province’s overall planning.

Beyond technical factors, provincial leaders have also requested the inclusion of comprehensive political and legal bases in the proposal, considering them essential for project implementation. The proposal must clarify the airport’s strategic role, not only in supporting Ninh Binh’s socio-economic development but also in serving as a regional connectivity hub for the Southern Red River Delta, integrated with seaports, waterways, and road systems.
Ninh Binh Province is directing relevant departments and agencies to collaborate with the consulting unit to finalize the dossier for submission to the Provincial Party Standing Committee before seeking approval from competent authorities. The establishment of an international airport in Ninh Binh is expected to significantly boost regional economic development, enhance tourism, and strengthen strategic connectivity within the national transportation infrastructure system.
In a report submitted to the Government in early July, the Ministry of Construction expressed support for the proposal to build an international airport in Ninh Binh. The ministry also suggested that the competent authorities assign the Ninh Binh People’s Committee to develop a feasibility study for the airport project, to be submitted to the Ministry of Construction for review and reported to the Prime Minister.
According to Ninh Binh’s report, amidst rapid urbanization, a growing population, and a diversified economy with key sectors such as tourism, industry, services, and logistics, investing in an international airport has become an urgent necessity. It will contribute to completing the province’s strategic infrastructure system.
How is Ninh Binh Airport Planned?
The planned Ninh Binh International Airport is expected to meet the 4E standards set by the International Civil Aviation Organization, featuring two parallel dependent runways. The total planned area is approximately 720 hectares.
The initial design capacity is approximately 10 million passengers per year, with reserved land for future expansion to meet growing demand.
The total investment is estimated at nearly 15 trillion VND. By 2030, the airport is projected to serve approximately 4.5 million passengers annually, increasing to around 10 million by 2050.
The land clearance volume for the airport construction is estimated to involve approximately 1,080 households, 15 cemeteries, 2 religious sites (temples), and 4 schools.
Previously, Xuan Truong Construction Company submitted a proposal to the Party and State leaders to build an international airport in Ninh Binh Province, funded by the provincial budget and private investments, without using central government funds.
