Da Nang Pilots Commercial Housing Project Through Land Use Rights Agreement

The Department of Agriculture and Rural Development of Da Nang City has announced the registration process for commercial housing projects under National Assembly Resolution No. 171. This resolution pilots the implementation of commercial housing projects through agreements on land use rights acquisition or for those already holding land use rights within the city.

The Department of Agriculture and Environment (DAE) of Da Nang City has announced that the National Assembly has issued Resolution No. 171. The Government has also issued a Decree detailing the implementation of the National Assembly’s Resolution No. 171 on piloting commercial housing projects through land use rights agreements or existing land use rights.

The People’s Committee of Da Nang City has approved internal procedures for processing administrative procedures in the field of announcing the list of land areas expected to pilot commercial housing projects through land use rights agreements or existing land use rights under the state management function of the DAE.

The DAE of Da Nang City invites organizations in need to submit registration documents for the implementation of pilot projects.

Accordingly, organizations and enterprises registering to implement the project must provide documents proving their financial capacity. These include the investor’s financial reports for the last two years, financial support commitments from the parent company, financial support commitments from financial institutions, financial capacity guarantees from the investor, and other documents proving the investor’s financial capacity.

The deadline for submitting registration documents to the Da Nang City Administrative Center or via the National Public Service Portal is November 8, 2025.

It is known that before merging with Quang Nam, Da Nang City had approved the adjustment of the housing development program for the period 2021-2030.

Accordingly, Da Nang has 69 areas planned for social housing development and 54 areas planned for social housing projects. The list of areas planned for commercial housing development includes 122 areas (with 72 areas currently implementing projects and 50 areas planned for project implementation). Meanwhile, the former Quang Nam Province has identified 28 locations for housing development.
