Following the approval of the proposed Hong River Avenue – Landscape project by the consortium of Deo Ca Group and Van Phu Invest, the Hanoi People’s Committee has tasked relevant departments and agencies with conducting research and finalizing the subsequent steps. The city authorities have urged these agencies to expedite the process to ensure the project breaks ground in early 2026.

According to the proposal, the consortium of Deo Ca Group and Van Phu Invest will execute the Hong River Avenue Landscape project, which includes the construction of an approximately 80 km elevated road (viaduct) along both banks of the river, stretching from Hong Ha Bridge to Me So Bridge. Each riverbank will feature a 6-lane carriageway, with 67 km of viaducts and 10 km of underpasses along the route.
Additionally, the consortium has proposed a component project to build a single-rail urban railway (monorail) for public passenger transport, running parallel to the landscape traffic axis. The estimated total investment for the project is approximately 300 trillion VND.
Regarding the project implementation model, the investor consortium has suggested adjusting the Hong River urban area zoning plan, dividing it into three independent projects: a land clearance investment project to be carried out by the Hanoi People’s Committee using the city budget (public investment), the Hong River Avenue Landscape project, and the Hong River Monorail project, both to be implemented under the PPP (Public-Private Partnership) model.
