Ho Chi Minh City Launches Compensation, Support, and Resettlement Project for the South Bank of Doi Canal Area

For compensation, support, and resettlement projects involving houses along and near unified canals, implementation is carried out using state budget funds through public investment mechanisms.

Deputy Chairman of the Ho Chi Minh City People’s Committee, Bui Xuan Cuong, has issued directives regarding the progress of the urban beautification project for residential areas along canals and creeks in the former District 8, specifically in the wards of Chanh Hung, Binh Dong, and Phu Dinh.

Currently, the implementation of several key components within the project is significantly behind schedule.

This delay is particularly evident in the development and issuance of a detailed implementation plan, investment policy proposals for listed projects, the creation of a 1/2000 scale district planning scheme, and the execution of auctions for state-managed land plots.

In response, Deputy Chairman Cuong has instructed the heads of relevant departments, secretaries, and chairpersons of the People’s Committees in Chanh Hung, Binh Dong, and Phu Dinh wards to intensify their leadership and guidance. Their focus should be on ensuring the efficient, effective, and timely execution of the approved project components.

Additionally, the chairpersons of the People’s Committees in Chanh Hung, Phu Dinh, and Binh Dong wards are tasked with independently developing new 1/2000 scale district planning schemes for their respective wards, with each ward having its own scheme.

These schemes must incorporate the project’s content, TOD development zones, and any major city programs or projects within the ward (if applicable). They should be submitted to the Department of Planning and Architecture for appraisal and approved by the City People’s Committee by the first quarter of 2026.

The Department of Finance is tasked with leading the review of the investment policy proposals for 14 projects and the remaining projects within the scheme, in collaboration with the Department of Construction, the People’s Committees of Chanh Hung, Phu Dinh, and Binh Dong wards, and other relevant units.

This review includes establishing compensation, support, and resettlement projects for the South Bank of Doi Canal, tailored to each ward’s area.

The preparation for investment will follow the proposals and recommendations from the People’s Committees of Binh Dong and Chanh Hung wards and the Department of Finance, ensuring alignment with the scale, affected households, and personnel for compensation and land clearance, adhering to the set timeline.

The review will also ensure compatibility with the 1/2000 scale district planning scheme and the medium-term public investment capital for the 2026-2030 period.

Compensation, support, and resettlement projects for houses along canals and creeks will be funded by the state budget through public investment, aiming to accelerate compensation and land clearance in 2026 and 2027.

Relevant units are tasked with evaluating and proposing large-scale urban beautification projects within the scheme for potential public-private partnership (PPP) investment models. They will also review the number of projects requiring the construction of resettlement and social housing to adequately support the scheme across all three wards.
