Prior to the opening session, at 7:15 AM, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects to President Ho Chi Minh at his mausoleum.
At 8:00 AM, the National Assembly convened a preparatory session. During this session, delegates heard a speech by National Assembly Chairman Trần Thanh Mẫn and a report presented by Standing Committee member Lê Quang Mạnh on the proposed agenda for the 10th Session. Subsequently, the National Assembly engaged in discussions and voted to adopt the agenda for the 10th Session of the 15th National Assembly.
At 9:00 AM, the National Assembly held the opening session of the 10th Session in the Diên Hồng Hall of the National Assembly House. The opening session was broadcast live on Vietnam Television (VTV1) and the Voice of Vietnam (VOV1).
During this session, the National Assembly will review and decide on 66 items and groups of items, including 49 draft laws and 4 resolutions related to legislative work, as well as 13 groups of items concerning socio-economic issues, the state budget, supervision, and other important matters. This session marks the largest volume of legislative content since the beginning of the 15th National Assembly term.
Given the substantial workload and high-quality requirements, the National Assembly has implemented certain innovations in procedures, management methods, and infrastructure preparation. Notably, the National Assembly has accelerated the adoption of e-parliament and artificial intelligence across all operational areas.
Unlike previous sessions, the 10th Session will not include a mid-session break or question-and-answer sessions. Instead, the National Assembly has adopted a new supervision method for the implementation of its resolutions on thematic supervision and questioning. Government agencies will submit comprehensive reports, and National Assembly delegates will submit written questions for continuous response until the 10th Session. During the session, the National Assembly will compile these reports and allocate a meeting session to address this content.
