According to the Planning and Finance Department (Ministry of Construction), as of September 2025, the Ministry of Finance reports that the disbursement rate is approximately 40% of the plan.
Meanwhile, investor reports indicate that the Ministry’s disbursement volume is around 37.174 billion VND, achieving nearly 43% of the initial annual plan (87.199 billion VND) and over 46% of the adjusted plan after reductions and reallocations (80.230 billion VND).
By the end of October 2025, the Ministry of Construction’s disbursement value is estimated at 43.531 billion VND, including 41.488 billion VND from ministry-managed projects and 2.043 billion VND from locally managed projects.
Surpassing 54% of the annual disbursement target
If achieved, this would mean the Ministry of Construction has reached approximately 50% of the initial annual plan and over 54% of the adjusted plan by the end of October.
Key challenges include delays in projects like the new Duong River Bridge (Hanoi), QL2 upgrade (Vinh Yen – Viet Tri), Cam Ly Bridge (Bac Ninh), QL46 upgrade (Vinh – Nam Dan), QL28B upgrade (Lam Dong), and clearance of waterways (Can Tho, An Giang). Land clearance remains a significant hurdle.
Other affected projects include the Hanoi-Vinh railway, Vinh-Nha Trang railway, Ho Chi Minh Highway segments (Cho Chu – Trung Son, Rach Soi – Go Quao), and more.
The Ministry of Construction aims to complete all critical projects by year-end, focusing on those scheduled for inauguration on December 19, 2025. Challenges such as adverse weather, material shortages, and land clearance persist, risking incomplete disbursement.
The Ministry will closely monitor progress, reallocating funds to accelerate land clearance for key projects like the Lao Cai-Hanoi-Hai Phong railway and the North-South high-speed rail, ensuring full plan completion.
As of now, the Ministry of Construction’s 2025 public investment plan totals 87.794 billion VND. An additional 1.171 billion VND from 2024 surplus and 2.266 billion VND from 2022-2023 central budget surpluses are pending approval. A further 695 billion VND is being reallocated. The total 2025 central budget allocation is expected to reach 90.536 billion VND. |
