National Assembly Chair: 10th Session Marks Both a Recap of the Term and a Launchpad for a New Era of Development

On the morning of October 20, 2025, in accordance with the provisions of the Constitution and the Law on the Organization of the National Assembly, the 10th Session of the 15th National Assembly of the Socialist Republic of Vietnam solemnly opened at the National Assembly House in Hanoi, the capital city.

In his opening remarks, National Assembly Chairman Tran Thanh Man emphasized that under the comprehensive leadership of the Party, the close guidance of the Party Central Committee, the Politburo, and the Secretariat, along with the concerted efforts of the entire political system and the unity of the Party, the military, and the people, Vietnam has achieved significant, comprehensive, and historically meaningful accomplishments. The 13th Party Central Committee Conference was successfully concluded, marking a crucial step in preparing for the 14th Party Congress and shaping the strategic vision and leadership direction for the nation in the new revolutionary era.

Additionally, meaningful activities were organized to commemorate the 80th anniversary of the first general election of the Vietnamese National Assembly. Therefore, the 10th Session not only serves as a review of the term but also marks the beginning of a new development period. The Chairman noted that during this approximately 40-day session, the National Assembly will consider, discuss, and decide on a substantial workload, including many strategically important matters.

The National Assembly is expected to review and adopt 53 laws and resolutions. “This is the largest legislative workload in the history of National Assembly sessions, vividly demonstrating the principle that the law must lead the way, paving the path for innovation and using the people’s lives and interests as the measure of policy.” Emphasizing this, the Chairman stated that these laws cover almost all critical areas, addressing many new and continuously evolving issues. They aim to promptly institutionalize the Party’s new policies and resolutions, focusing on removing institutional bottlenecks, particularly in land, investment, planning, construction, environment, and energy, as well as regulating the corporate bond and real estate markets.

At this session, the National Assembly will hear the report from the Presidium of the Vietnam Fatherland Front Central Committee summarizing voters’ opinions and suggestions submitted to the 10th Session of the 15th National Assembly. They will also review the Standing Committee’s report on the supervision of voter petition resolution, citizen reception, and the handling of complaints and denunciations sent to the National Assembly in 2025. The Assembly will consider the supervision report and adopt a resolution on the implementation of environmental protection policies and laws since the Environmental Protection Law of 2020 took effect. They will focus on discussing the consolidated report on the implementation of specialized supervision and questioning resolutions by the National Assembly during the 14th and 15th terms, involving Government members, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the State Auditor General.

The National Assembly will discuss the draft report on the work of the 15th term and review the work reports for the 2021-2026 term from the President, the Government, the National Assembly Standing Committee, the Council for Ethnic Affairs, National Assembly committees, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. Based on an objective assessment of achievements, limitations, causes, and lessons learned, the National Assembly will consider and adopt a resolution summarizing the work of the 2021-2026 term, proposing measures to continue innovating and enhancing the effectiveness of these agencies’ operations in the 2026-2031 term. Additionally, the Assembly will review the 2025 work reports from the Government, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and reports on anti-corruption efforts, crime prevention, legal violations, enforcement, citizen reception, and the resolution of administrative complaints and denunciations.

Opening on the morning of October 20 and scheduled to close on December 11 at the National Assembly House, the session is expected to last 40 working days. During this time, the National Assembly will consider and decide on 66 items and groups of items (49 laws, 4 legislative resolutions, and 13 groups of socio-economic, state budget, supervision, and other important issues).

Additionally, the Assembly will address socio-economic and state budget matters, supervision, and other critical issues.

Specifically, for socio-economic and state budget matters, the Assembly will review the 2025 socio-economic development plan implementation report and decide on the 2026 plan. They will assess the 2025 state budget execution and approve the 2026 state budget estimate and central budget allocation. The Assembly will also review the 2025 public investment plan implementation and decide on the 2026 plan. They will evaluate the implementation of National Assembly resolutions on the 2021-2025 five-year plans for socio-economic development, economic restructuring, medium-term public investment, national finance, and public debt, and consider the 2026-2030 national finance and medium-term public investment plans.

The Assembly will also review reports on judicial work, anti-corruption efforts, crime prevention, legal violations, voter petition resolution, citizen reception, and complaint and denunciation handling. They will consider the supervision report and adopt a resolution on the implementation of environmental protection policies and laws since the 2020 Environmental Protection Law took effect.

The Assembly will discuss the consolidated report on the implementation of specialized supervision and questioning resolutions by Government members, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the State Auditor General during the 14th and 15th terms.

They will deliberate on the draft report on the work of the 15th National Assembly term and review the 2021-2026 term reports from the President, the Government, the National Assembly Standing Committee, the Council for Ethnic Affairs, National Assembly committees, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. The Assembly will consider and adopt a resolution summarizing the work of the 2021-2026 term.

The Assembly will also decide on adjustments to the 2021-2030 National Master Plan and approve the investment policy for the National Target Program on modernizing and improving education quality for 2026-2035. They will discuss and provide input on draft documents for the 14th National Party Congress and decide on personnel matters within their jurisdiction…
