Prime Minister: Vietnam’s Per Capita GDP Projected to Reach $5,400–$5,500 by 2026

In presenting the projected socio-economic development plan for 2026, Prime Minister Phạm Minh Chính outlined ambitious targets: a GDP growth rate of 10% or higher, per capita GDP reaching $5,400–$5,500, and an average CPI increase of around 4.5%. On October 20, at the opening session of the 10th Meeting of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a summary report on the implementation of the 2025 Socio-Economic Development Plan and the 5-year plan from 2021 to 2025, along with the projected Socio-Economic Development (SED) Plan for 2026.

Regarding the 2026 SED Plan, the Prime Minister outlined the overarching goal: to prioritize growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. This includes enhancing strategic autonomy, restructuring the economy, innovating the development model, and accelerating industrialization, modernization, and urbanization. The plan also focuses on stabilizing administrative structures, building a modern, smart, lean, efficient, and effective government. Additionally, it aims to strengthen the development of a comprehensive institutional framework, make significant breakthroughs in socio-economic infrastructure, improve social welfare, enhance the quality of life for citizens, manage resources efficiently, protect the environment, and adapt to climate change. Finally, it seeks to bolster national defense and security, maintain political stability, public order, and safety, and promote international relations and integration.

Key targets include 15 socio-economic development indicators, with GDP growth aimed at 10% or higher; per capita GDP projected to reach USD 5,400–5,500; an average CPI increase of approximately 4.5%; an average labor productivity increase of around 8%; and a reduction in the multidimensional poverty rate by 1–1.5%…

The Government’s report identifies 10 key task groups and solutions. First, continue to prioritize growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances, including managing public debt and budget deficits within prescribed limits.

Second, accelerate industrialization, modernization, and economic restructuring; decisively implement the Politburo’s policies in critical and key sectors.

Third, focus on building and perfecting a comprehensive institutional framework for development.

Fourth, continue to refine the state administrative apparatus; address long-standing stalled projects.

Fifth, concentrate on investing in strategic infrastructure projects.

Sixth, prioritize the development of high-quality human resources.

Seventh, emphasize cultural development, ensure social welfare, and improve the quality of life for citizens.

Eighth, proactively respond to climate change, prevent natural disasters, and enhance resource management and environmental protection.

Ninth, strengthen national defense and security; ensure public order and safety; enhance international relations and integration; and maintain a peaceful, stable, cooperative, and developmental environment.

Tenth, be more proactive in information and communication efforts; continue to innovate and diversify forms and enrich content, especially in preparation for the 14th Party Congress and the election of the 16th National Assembly.
