Voters Demand Sustainable, Practical Solutions to Flooding and Traffic Congestion

Amidst the persistent challenges of flooding and traffic congestion in Hanoi and Ho Chi Minh City, citizens and voters eagerly anticipate more fundamental and feasible solutions from the Party and the State. These measures are crucial for effective disaster prevention, climate change adaptation, and the protection of land, water, and air quality. Such efforts are essential to ensure a stable and safe life for the people.

On October 20th, during the 10th session of the 15th National Assembly, Mr. Do Van Chien, Chairman of the Central Committee of the Vietnamese Fatherland Front, presented a comprehensive report summarizing the opinions and recommendations of voters and citizens submitted to the 10th session of the 15th National Assembly.

Mr. Do Van Chien stated that the Presidium of the Central Committee of the Vietnamese Fatherland Front received 114 reports containing 2,403 feedback items from voters and citizens for the 10th session of the 15th National Assembly.

Improved Administrative Procedures and Public Services

According to the Chairman, voters and citizens highly appreciate the results of the political system’s organizational restructuring, which has created a leaner, stronger, and more efficient government aligned with the two-tier local administration model. This model ensures closer proximity to the people and enhances proactive public service delivery.

Over the past three months, empowered communes have effectively handled administrative procedures and public services.

Voters and citizens also express joy and enthusiasm as the Party and State have not only achieved all 15 targets for 2025 but also implemented policies to improve livelihoods. These include eliminating temporary and dilapidated housing for the poor nationwide, providing free education from preschool to high school, offering regular health check-ups and fee waivers, investing in boarding schools in 248 border communes, and promoting social housing for low-income earners.

They also commend the ongoing anti-corruption efforts, which have yielded significant results in combating corruption, waste, and negativity.

The 9th session of the 15th National Assembly was praised for its success in legislation, supreme oversight, and decision-making on critical national issues. It effectively addressed bottlenecks and refined political, economic, cultural, and social institutions to support post-merger government operations.

Voters and citizens acknowledge the Party and State’s efforts in addressing recommendations from the 9th session, such as reviewing delayed projects, investigating public concerns, and combating online fraud, substandard goods, and environmental violations.

They also highlight the unity within the Party and among the people in preparing for the 14th National Party Congress, emphasizing the goal of a prosperous, civilized, and happy nation, with the people at its core.

Call for Robust Solutions to Climate Change and Natural Disasters

Despite positive feedback, Mr. Do Van Chien noted concerns about U.S. tariffs, global inflation, and volatile gold and real estate markets, which pose risks to Vietnam’s key export sectors. Challenges in the private sector, agricultural market instability, and rising input costs also worry citizens.

Safety concerns include fire hazards, severe natural disasters, and persistent flooding and traffic congestion in Hanoi and Ho Chi Minh City. Voters urge the Party and State to implement comprehensive solutions for disaster prevention, climate adaptation, and environmental protection.

Delayed projects, local infrastructure gaps, and uneven staffing at the commune level remain issues. Citizens also express frustration over unresolved fraud, particularly online scams targeting vulnerable groups.

They call for improved public reception and grievance resolution, as current administrative processes fall short of expectations.

Five Key Recommendations to the Party and State

Based on citizen feedback, Mr. Do Van Chien proposed five recommendations on behalf of the Vietnamese Fatherland Front:

1. Strengthen guidance for the two-tier local administration model, ensuring efficiency and digital infrastructure development. Streamline administrative procedures and finalize job positions and payroll reforms, with a focus on training commune-level officials.

2. Ensure public input is incorporated into the 14th National Party Congress documents and conduct successful elections for the 16th National Assembly and 2026-2031 People’s Councils.

3. Hold accountable officials who mishandle public reception and grievance resolution, ensuring compliance with Party and State regulations.

4. Intensify efforts against counterfeit goods, online fraud, and misinformation, protecting public trust and safety.

5. Develop comprehensive strategies for disaster prevention and climate adaptation, safeguarding lives and property.

Mr. Do Van Chien urged the Party, State, National Assembly, and Government to address these recommendations, fulfilling the aspirations of voters and citizens.
