Deputy Minister of Finance Nguyen Duc Chi presents appointment decisions to the two new Vice Chairmen of the SSC.
On the afternoon of October 21, 2025, at the headquarters of the State Securities Commission (SSC), Comrade Nguyen Duc Chi, Member of the Standing Committee and Deputy Minister of Finance, chaired the conference to announce the Minister of Finance’s decisions regarding the appointment of Vice Chairmen of the SSC.
Attending the conference from the Ministry of Finance were Comrade Vu Duc Hoi, Director of the Financial Institutions Department; Comrade Nguyen Xuan Truong, Deputy Director of the Organization and Personnel Department; along with leaders and officials from the Financial Institutions Department.
From the SSC, attendees included Chairwoman Vu Thi Chan Phuong, the leadership team, and representatives from SSC departments; leaders of stock exchanges, and the Vietnam Securities Depository (VSDC); as well as SSC staff and employees.
During the conference, Comrade Nguyen Xuan Truong, Deputy Director of the Organization and Personnel Department, announced Decision No. 3537/QĐ-BTC dated October 20, 2025, on the transfer and appointment of Comrade Nguyen Hoang Duong, Deputy Director of the Financial Institutions Department, as Vice Chairman of the SSC effective from October 20, 2025. Additionally, Decision No. 3556/QĐ-BTC dated October 21, 2025, appointed Comrade Le Thi Viet Nga, Head of the Securities Business Management Department, as Vice Chairwoman of the SSC effective from October 21, 2025.
On behalf of the Standing Committee of the Party Committee of the Ministry of Finance and the Ministry’s leadership, Deputy Minister Nguyen Duc Chi presented these appointment decisions to the two new Vice Chairmen of the SSC.
In his congratulatory remarks and task assignment, Deputy Minister Nguyen Duc Chi expressed his joy at being authorized by the Minister to appoint Comrades Le Thi Viet Nga and Nguyen Hoang Duong as Vice Chairmen of the SSC. On behalf of the Standing Committee and the Ministry’s leadership, Deputy Minister Nguyen Duc Chi congratulated the SSC on strengthening its senior leadership and extended his congratulations to the two comrades on their new responsibilities.
Deputy Minister Nguyen Duc Chi emphasized that the rotation, transfer, and appointment of officials are regular activities of the Ministry of Finance and its affiliated units, aimed at implementing the Party and State’s policies on personnel management. These actions also meet the requirements for organizing, streamlining, and enhancing the efficiency of the organizational structure.
Highlighting the SSC’s critical role in the finance sector, the Deputy Minister noted that after more than 25 years of development, Vietnam’s stock market has reached a capitalization equivalent to nearly 70% of GDP, significantly contributing to the country’s socio-economic growth. With FTSE Russell recently upgrading Vietnam’s stock market status, this milestone recognizes the securities industry’s efforts and sets new expectations for stable, transparent, and sustainable market development, aligning with national economic goals.
The Deputy Minister expressed confidence that with the addition of the two new Vice Chairmen, the SSC would enhance its leadership, management, and operational capabilities, fostering unity within its leadership team. He also urged the SSC, stock exchanges, and VSDC to collaborate closely to fulfill their assigned tasks.
In her acceptance speech, Comrade Le Thi Viet Nga, the new Vice Chairwoman of the SSC, expressed deep gratitude to Comrade Nguyen Van Thang, Secretary of the Party Committee and Minister of Finance; the Party Committee and leadership of the Ministry of Finance; the Chairwoman of the SSC; and the Party Committee and leadership of the SSC for their trust in assigning her this new role. She pledged to diligently follow Deputy Minister Nguyen Duc Chi’s guidance, commit to unity, professional growth, and discipline, and contribute to the SSC’s mission of building a robust, modern, secure, and internationally integrated stock market.
Comrade Nguyen Hoang Duong, the new Vice Chairman of the SSC, also expressed his gratitude to Comrade Nguyen Van Thang, the Party Committee, and the leadership of the Ministry of Finance for their trust. He thanked the Chairwoman of the SSC, its Party Committee, leadership, and staff for their support. He acknowledged the honor and responsibility of his new position, pledging to leverage his experience in finance and collaboration with the SSC to enhance management efficiency, promote a transparent and secure stock market, and meet the expectations of the Ministry of Finance and the finance sector.
