Cà Ná Industrial Park Phase 1 by Trung Nam: Impact on Over 18 Hectares of Protective Forest?

Trung Nam Ca Na Infrastructure Investment Joint Stock Company has released the environmental impact assessment report for the investment project on the construction and operation of the Ca Na Industrial Zone's infrastructure - Phase 1. This project is located in Ca Na Commune, Khanh Hoa Province (formerly known as Phuoc Diem Commune, Thuan Nam District, Ninh Thuan Province).

According to the report, the project spans a total area of 378 hectares, with a land use structure as follows: approximately 258 hectares (68.14%) allocated for factory and industrial construction, over 7 hectares (1.96%) for administrative and service facilities, more than 49 hectares (15.48%) for greenery and water bodies, 10 hectares (2.65%) for technical infrastructure, and nearly 40 hectares (11.78%) for transportation development.

Of this, the factory and industrial zone covers 257.58 hectares, accounting for about 68.14% of the total industrial park area. Within this zone, plots ranging from 2 hectares to 13.5 hectares are designated for small and medium-sized enterprises. Larger factories can combine multiple plots to meet their space requirements.

The project is envisioned as a multi-sector industrial park, focusing on industries such as construction materials production, electronics and IT, mechanical engineering, consumer goods and food processing, logistics, and wind energy equipment manufacturing.

Geographically, the project is bordered to the east by the Đá Bạc mountain in Phước Dinh commune, rising to approximately 643 meters; to the north by salt fields in Thuận Nam commune; to the south by reserved industrial land, adjacent to the coastal corridor road (Provincial Road 701) and Thương Diêm village; and to the west by the Cà Ná urban residential area, approximately 450 meters from National Highway 1A.

The project is located about 200 meters southwest of the Đầm Cà Ná urban area, 400 meters west of Lạc Sơn 3 village in Cà Ná commune, 2 kilometers southeast of Thương Diêm 2 village, and approximately 250 meters from the nearest residential area along National Highway 1A in Phước Diêm village. Additionally, it is about 720 meters from Lạc Tân 2 and Lạc Nghiệp 2 villages in Cà Ná commune.

Legally, the project received approval for its 1/2000 zoning plan from the Ninh Thuận Provincial People’s Committee in late 2022 and an investment policy in June 2025. The total investment capital is approximately 3.876 trillion VND, with the investor contributing nearly 582 billion VND and the remainder sourced from mobilized capital.

According to the plan, construction will commence in December 2025. From December 2025 to June 2028, technical infrastructure will be developed. From June 2028 to December 2028, all construction will be completed, and the project will become operational.

Environmentally, the project will utilize 378 hectares, primarily consisting of annual cropland (182.58 hectares), aquaculture land (159.15 hectares), protective forest land (18.35 hectares), and salt production land (14.22 hectares). This will reduce agricultural land in the area and impact the livelihoods, employment, and income of affected households.

Regarding the cemetery land (approximately 400 graves) affected by the project, the investor will relocate the graves to the Yên Ngựa cemetery in the commune.

Although 18.35 hectares are designated as protective forest land, according to the Khánh Hòa Provincial Forest Protection Department, this area is currently unplanted. Therefore, it is not subject to forest conversion procedures under the Forestry Law but will follow land use conversion procedures as per the Land Law.

The investor, Cà Ná Central Industrial Infrastructure Investment Joint Stock Company, was established on August 8, 2016, in Thuận Nam district, Ninh Thuận province. As of March 2021, the company increased its charter capital from 300 billion VND to 820 billion VND. Trungnam Group holds 99.671%, Trần Đức Xuyên holds 0.146%, and Nguyễn Ngọc Thảo holds 0.183%. The company’s legal representatives are Nguyễn Ngọc Thảo (Chairman of the Board) and Vũ Văn Nhuận (Director).

Trungnam Group, founded in November 2004 by brothers Nguyễn Tâm Thịnh and Nguyễn Tâm Tiến, specializes in civil engineering construction. Nguyễn Tâm Thịnh serves as the Chairman and legal representative of the company.

In Ninh Thuận, the Trung Nam Group is also developing the Cà Ná Multi-Purpose Port Phase 1 in Phước Diêm commune, former Thuận Nam district.
