Hanoi’s Vice Chairman of the People’s Committee, Duong Duc Tuan, announced that to further alleviate traffic congestion at major intersections with high vehicle density and frequent gridlock, the Hanoi People’s Committee has tasked the Hanoi Transportation Project Management Board with finalizing preparations and commencing construction on two underpass projects. These projects are located at the intersections of Ring Road 3 with Duong Dinh Nghe – Me Tri Street and Ring Road 3 with the Tay Thang Long Axis, with construction set to begin as soon as possible.

As of now, both projects have been fully prepared for investment by the Hanoi Transportation Project Management Board, with plans to break ground in early 2026.
The underpass project at the Ring Road 3 – Duong Dinh Nghe – Me Tri intersection (constructed along the Duong Dinh Nghe – Me Tri route) has an estimated investment of approximately 972 billion VND. The underpass will span 565 meters, including a 120-meter enclosed section and the remainder as an open underpass, accommodating six lanes of vehicular traffic.
For the Tay Thang Long – Ring Road 3 underpass project (constructed along the Tay Thang Long route and its future extension in Dong Ngac Ward), the total investment exceeds 1,009 billion VND. The project includes a straight underpass approximately 800 meters long, with a 180-meter enclosed main tunnel passing under Ring Road 3. The underpass features a cross-section width of about 27.6 meters, open sections with retaining walls of the same width, and a tunnel entrance width of approximately 60.5 meters.

The Hanoi People’s Committee has directed relevant departments to prepare for the construction of underpasses at two critical intersections on Ring Road 3: Dương Đình Nghệ and the Tây Thăng Long axis. Slated to begin in early 2026, this initiative aims to alleviate severe traffic congestion and frequent vehicle conflicts caused by the high volume of traffic at these junctions.
