Lâm Đồng: Billion-Dollar LNG Power Projects Awaiting Land Clearance

Two multi-billion-dollar LNG power projects in Son My 1 Industrial Zone, despite being approved years ago, remain barren land to this day.

On October 21, Vice Chairman of the Lam Dong Provincial People’s Committee, Nguyen Hong Hai, chaired a meeting to review the progress of key industrial projects: Son My I Industrial Park (IP), Tan Duc IP, the 110 kV Tan Duc Substation, and the Ham Tan 2 – Tan Duc 110 kV transmission line.

According to reports, the Land Fund Development Center Branch No. 1 and Son My Commune’s People’s Committee are actively verifying land origins for households affected by the 375-hectare priority area within Son My I IP.

To date, the investor of Son My I IP has disbursed compensation funds as requested by the Land Fund Development Center Branch No. 1 to 65 households covering 45.32 hectares within the priority area. Simultaneously, the unit is supplementing measurement records to support compensation and site clearance for Phase 1.

The planned construction sites for the Son My I and Son My II LNG power projects remain pending due to unresolved issues.

For Tan Duc IP, covering a total reclaimed area of 300 hectares affecting 221 households, individuals, and organizations, compensation plans have been approved for 214 files (193 households/285.85 hectares) and 7.3 hectares of locally managed land, achieving a completion rate of nearly 98%.

Approximately 97% of the land area has been handed over for this IP. The investor of Tan Duc IP has completed about 90% of Phase 1 infrastructure, attracting three secondary investment projects (two domestic and one FDI) with a leased area of 15.1 hectares out of 210.84 hectares of industrial land.

Son My I IP is a critical component in Lam Dong Province’s energy-industrial development chain, including the Son My 1 and 2 BOT Thermal Power Plants and an LNG terminal, with committed investments totaling billions of USD.

Delayed land clearance not only hinders IP infrastructure progress but also impacts pending projects. Despite groundbreaking in August 2022, site clearance remains incomplete.

Vice Chairman Nguyen Hong Hai directed investors, units, and local authorities to jointly review project timelines, promptly report to functional departments for bottleneck resolution, particularly in compensation, site clearance, and resettlement. Cases exceeding authority should be escalated for higher-level intervention.

Regarding the 110 kV Tan Duc Substation and the Ham Tan 2 – Tan Duc 110 kV transmission line, Mr. Hai requested the investor to clarify planning and alignment details for functional departments to re-evaluate, facilitating Southern Power Corporation’s timely project implementation.
