Latest Directive from Ho Chi Minh City on Relocating Residences Above and Along Canals and Waterways

In light of the delayed progress in implementing certain components of the urban renewal project for residential areas along canals and creeks in Wards 3, 4, and 5 (Chánh Hưng, Bình Đông, Phú Định), the Ho Chi Minh City People's Committee has directed relevant departments, agencies, and the Ward Secretaries and Chairpersons to intensify their leadership and guidance. They are to ensure rigorous, effective, and timely execution of the project, adhering strictly to the established deadlines.

The Ho Chi Minh City People’s Committee Office has issued Announcement No. 500/TB-VP, outlining Vice Chairman Bui Xuan Cuong’s conclusions from a meeting on the progress of the urban renewal project for residential areas along canals and streams in three wards: Chanh Hung, Binh Dong, and Phu Dinh (formerly part of District 8).

The project was approved by the Chairman of the Ho Chi Minh City People’s Committee in Decision No. 3303/QD-UBND on June 27, 2025. To date, relevant agencies have achieved initial results in its implementation.

However, progress on several key components remains significantly delayed, including the development and issuance of a detailed implementation plan, investment policy proposals for listed projects, 1/2000-scale zoning plans, and auction plans for state-managed land plots.

Moving forward, the Ho Chi Minh City People’s Committee directs relevant departments, secretaries, and chairpersons of the Chanh Hung, Binh Dong, and Phu Dinh Ward People’s Committees to prioritize strict, effective, and timely execution of all approved project components as outlined in Decision No. 3303/QD-UBND and subsequent leadership directives.

Progress on key components of the urban renewal project for canal-adjacent residential areas is lagging.

The Ho Chi Minh City People’s Committee has authorized the chairpersons of the Chanh Hung, Phu Dinh, and Binh Dong Ward People’s Committees to urgently develop new 1/2000-scale zoning plans for their respective wards, with one plan per ward. These plans must incorporate project details, TOD development zones, and key city programs/projects. Completed plans should be submitted to the Department of Planning and Architecture for review, with approval targeted for Q1/2026.

Vice Chairman Bui Xuan Cuong has tasked the Department of Finance with leading a review, in collaboration with the Department of Construction, the three ward People’s Committees, and relevant agencies, of the investment policy proposals for 14 projects (as per Submission No. 6349/TTr-STC dated September 18, 2025) and all remaining project-related investments. This includes approving compensation, support, and resettlement projects for the South Bank of Doi Canal, with responsibilities assigned based on ward-level proposals.

Compensation, support, and resettlement projects for canal-adjacent properties will be funded through the state budget as public investments to accelerate progress in 2026-2027, as directed by the Chairman of the Ho Chi Minh City People’s Committee. A thorough review of resettlement housing and social housing needs for all three wards will also be conducted.

The Department of Construction has been instructed to expedite the development of a detailed project implementation plan, as directed in Announcement No. 184/TB-VP dated August 8, 2025.

Additionally, the Department of Agriculture and Environment has been tasked with developing an auction plan for state-managed land plots, in accordance with previous leadership directives.
