Deputy Prime Minister Tran Hong Ha chaired a meeting on October 21 to review the issuance of standards and regulations related to the North-South high-speed railway project.
During the meeting, Deputy Minister of Construction Bui Xuan Dung reported that since April 2025, specialized units and experts have compiled 457 railway industry standards for consideration in the North-South high-speed rail project. These include 202 Vietnamese standards (TCVN), 137 European standards, and 118 Chinese standards.
Additionally, existing TCVN technical standards for surveying, testing, and construction materials, currently applied to road projects, will also be utilized for the high-speed railway.
By October 30, the Ministry of Construction will issue 37 TCVN standards equivalent to ISO.
Based on this, the Ministry of Construction, in collaboration with the Ministry of Science and Technology, has finalized drafts for 37 TCVN standards equivalent to international ISO standards. These are general standards not directly related to the core technologies of high-speed rail.
The Ministry of Construction is expected to officially issue these 37 ISO-equivalent TCVN standards before October 30. Once the government selects the technology for the high-speed rail, the project will directly apply standards from the technology-transferring country for key components, ensuring alignment with the chosen technology and meeting safety and quality requirements. Priority will be given to maximizing the use of international standards.
At the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the ISO-equivalent TCVN standards will serve as the foundation for managing all aspects of the project, from surveying and design to construction, signaling equipment, locomotives, and carriages.
The Ministry of Construction and the Ministry of Science and Technology were urged to expedite the finalization and issuance of these ISO-equivalent TCVN standards, in accordance with the Prime Minister’s directives, to facilitate the next phases of the North-South high-speed railway project.
Issuance of 37 Vietnamese National Standards (TCVN) for High-Speed Rail by October 30th

Long Thanh International Airport Set for Second Calibration Flight
On October 25th, the Vietnam Aviation Authority (under the Ministry of Construction) is scheduled to conduct calibration flights for VOR/DME, radar, ADS-B, and traditional VOR/DME flight procedures. This initiative aims to update and enhance the existing flight routes at Long Thanh International Airport.
Proposed Renaming of the North-South High-Speed Railway
The Ministry of Construction has proposed renaming the North-South high-speed railway to the “high-speed railway on the North-South axis,” spanning approximately 1,541 km (a 4 km reduction from the original plan). Notably, the Vinh – Nha Trang segment will be prioritized for investment, advancing its timeline to before 2030, instead of after as initially scheduled.
