Starting July 1, citizens and businesses will enjoy expanded options for land-related procedures, as outlined in the new Decree 151/2025/NĐ-CP issued by the Government. Unlike previous requirements, individuals are no longer restricted to submitting applications at the land registry office in their specific area. Instead, they can choose any designated reception point within their province or centrally governed city.

Under Article 18, Clause 1 of Decree 151/2025/NĐ-CP, the submission process for procedures specified in Clauses 3 and 4 of Article 21 in Decree 101/2024/NĐ-CP has been significantly streamlined. Individuals seeking to register land use rights, property ownership, or apply for certificate issuance, renewal, or updates can now submit their applications at any One-Stop Shop or land registration unit operating at the provincial level, eliminating previous regional restrictions.

For first-time land and property registrations, individuals, overseas Vietnamese, and community groups may submit applications at the One-Stop Shop as designated by the Provincial People’s Committee (including commune, district, or provincial levels).

Domestic organizations, religious entities, foreign representative offices, foreign-invested enterprises, and overseas Vietnamese retain the option to submit applications either at the One-Stop Shop or the Land Registration Office.

Regarding changes in land or property records, citizens benefit from increased flexibility in choosing submission locations. Individuals and community groups may file applications at the One-Stop Shop (provincial, district, or commune level), the Land Registration Office, or its branch offices. Foreign individuals, organizations, and foreign-invested businesses may opt for the One-Stop Shop or the Land Registration Office.

Notably, in cases involving land use rights transfers or property ownership changes, recipients may select their preferred submission location from the options above, as agreed upon by all parties involved.

In related developments, the Party Committee of the Land Management Department (Ministry of Agriculture and Rural Development) has proposed transferring the authority and responsibilities of Land Registration Office branches to commune-level authorities, effectively ending the operations of these branches.
