Ministry of Construction: Public Investment Disbursement Reaches Over 54% of Annual Plan

A significant challenge in the current disbursement process is the delay in several projects due to unresolved land clearance issues.

According to the Planning and Finance Department of the Ministry of Construction, as of September 2025, the estimated disbursement rate is approximately 40% of the plan, based on data from the Ministry of Finance.

Meanwhile, reports from investors indicate that the Ministry’s disbursement volume reached around 37.174 trillion VND, achieving nearly 43% of the initial annual plan (87.199 trillion VND) and over 46% of the adjusted plan after reductions in completed tasks and transfers to local authorities (80.230 trillion VND).

By the end of October 2025, the Ministry of Construction’s disbursement value is projected to reach 43.531 trillion VND, including approximately 41.488 trillion VND for projects managed by the Ministry and about 2.043 trillion VND for projects under local authority management.

Surpassing 54% of the Annual Disbursement Plan

If these figures are achieved by the end of October, the Ministry’s disbursement will reach roughly 50% of the initial annual plan and exceed 54% of the adjusted plan after reductions and transfers.

Major hurdles in the disbursement process include delays in projects due to land clearance issues, such as the New Duong River Bridge (Hanoi), the upgrade of National Highway 2 from Vinh Yen to Viet Tri (Phu Tho), Cam Ly Bridge (Bac Ninh), the upgrade of National Highway 46 from Vinh to Nam Dan (Nghe An), the upgrade of National Highway 28B (Lam Dong), and raising the clearance height of bridges over the North-South Expressway (Can Tho and An Giang).

Additional projects facing challenges include the Hanoi – Vinh railway (Hanoi), the Vinh – Nha Trang railway (Ha Tinh and Gia Lai), and sections of the Ho Chi Minh Highway: Cho Chu – Trung Son junction (Tuyen Quang) and Rach Soi – Ben Nhat – Go Quao – Vinh Thuan (An Giang).

Aiming to fully disburse the 2025 plan (after adjustments), the Ministry of Construction will intensify efforts to complete and commence all key projects on schedule, especially those slated for groundbreaking and inauguration on December 19, 2025.

Disbursement challenges also stem from adverse weather conditions, including heavy rainfall and unpredictable storms, which hinder construction progress and increase the risk of landslides, requiring additional time for mitigation. Persistent land clearance issues and material shortages further threaten the completion of disbursement plans for certain projects.

The Ministry of Construction will closely monitor overall project progress and implement flexible capital allocation solutions for projects at risk of incomplete disbursement. This includes redirecting funds to accelerate land clearance and resettlement for the Lao Cai – Hanoi – Hai Phong railway and the North-South high-speed railway, ensuring full plan completion.

To date, the Ministry of Construction’s total public investment plan for 2025 is 87.794 trillion VND. Additionally, the Ministry has received 1.171 trillion VND from the 2024 surplus (currently finalizing investment procedures for allocation) and is seeking approval for an additional 2.266 trillion VND from the 2022 and 2023 central budget surpluses, along with a transfer of 695 billion VND in tasks and plans for 2025.

The total projected central budget investment plan for the Ministry in 2025 is expected to be around 90.536 trillion VND.
