On October 21, the Department of Administrative Police for Social Order (C06) announced that the Ministry of Public Security, in collaboration with the Ministry of Agriculture and Environment and local authorities nationwide, is implementing the “Enrich and Cleanse the National Land Database Campaign.”

Developing a feature on the VNeID app to verify land and housing ownership information is a key step in this campaign, currently being executed across the country.

According to C06, following the reorganization of local government structures into two levels, significant land-related tasks have been delegated to communes, wards, and special zones. This necessitates a robust land database to equip local authorities with the tools for effective management and administrative procedure resolution.

However, challenges arise due to the historical evolution of land user information, which includes land details and ID card data on land certificates (commonly known as “red books”). These records, created over various periods, reflect changes in management, storage, and technology.

Additionally, informal land transactions, unauthorized land use changes, and unresolved inheritance issues have led to inconsistencies and inaccuracies in the data.

The Ministry of Public Security aims to achieve a national land database that is “accurate, complete, clean, dynamic, unified, and shareable.” This will support transparent, efficient, and accountable state management.

It will also streamline administrative procedures for citizens and businesses through a one-stop-shop mechanism at the National Public Service Portal.

The Ministry of Public Security is working with the Ministry of Agriculture and Environment to develop a VNeID app feature allowing citizens to submit and verify land and housing ownership information via the National Population Database.

In response to citizen concerns about notarizing land certificates, authorities clarify that only copies of land certificates and ID cards are required when requested by task forces, without notarization.

C06 representatives emphasize the importance of citizen participation in providing and verifying land information to facilitate the campaign’s success.

This collaboration between the government and citizens is crucial for perfecting the national land database, thereby enhancing online administrative procedures and public services.

C06 also highlights that this campaign aligns with Resolution No. 57 of the Politburo on advancing science, technology, innovation, and national digital transformation.

It is further detailed in Plan No. 02 of the Central Steering Committee, which prioritizes data-centric approaches to ensure accuracy, completeness, cleanliness, dynamism, unification, and shareability.

Government Resolution No. 214 sets a target for 2026: 100% of national databases, including the land database, must be reviewed, standardized, and integrated to support administrative reforms and online public services.

The campaign focuses on three core objectives: establishing a foundation for e-government and modern land management tools; improving public land services and administrative procedures; and ensuring seamless data integration across national and sectoral databases for efficient digital resource utilization.

On October 17, the Ministries of Public Security and Agriculture and Environment held a conference to review the implementation of Plan No. 515/KH-BCA-BNN&MT (dated August 31, 2025), marking the 90-day peak of the campaign. They are committed to synchronized and rigorous execution of subsequent tasks, ensuring clarity in responsibilities, timelines, and deliverables to achieve the campaign’s goals.
