Seven-Year Delay Plagues Tam Trinh Road Expansion Project, Haphazard Construction Exacerbates Chronic Traffic Congestion

After seven years of delays, the Tam Trinh road expansion project in Hoang Mai district remains in a state of limbo, with sporadic construction and uneven progress along its length. The incomplete site has led to severe traffic congestion, dust pollution, and noise disturbances, significantly disrupting the daily lives of residents living along the route.

Commenced in 2016 with a projected completion date of 2018, this project has now faced over 7 years of delays and remains in an unfinished state.

Aiming to expand Tam Trinh Road from 15m to 40m (accommodating 6 lanes) over a 3.5 km stretch, only the section through the former Yen So ward is complete. The remaining segments are either partially constructed or awaiting land clearance (indicated by red arrows).

The section near Yen So Lake, despite being initiated, has only progressed 50 meters due to ongoing land clearance issues (highlighted by red arrows).

At the intersection with Ring Road 3, progress is stalled due to unresolved land acquisition from multiple households.

Construction barriers along both sides of Tam Trinh Road have narrowed the carriageway, eliminated sidewalks, and caused persistent traffic congestion.

Residents along the road have endured an unfinished construction site for a decade, severely impacting local businesses and daily life.

Despite multiple completion deadlines announced by Hoang Mai District authorities (formerly Hoang Mai Ward), none have been met to date.

Hoang Mai Ward officials attribute the delays to land clearance challenges, exacerbated by discrepancies in compensation rates following the 2024 Land Law implementation.

The ward is actively implementing solutions to resolve these issues, targeting project completion by Q1/2026.
