Bùi Văn Khắng, Chairman of the Quảng Ninh Provincial People’s Committee, has been appointed as the leader of the task force responsible for developing the pilot scheme for special mechanisms and policies to advance the Vân Đồn Special Economic Zone. Cao Tường Huy, Secretary and Chairman of the Vân Đồn Special Zone People’s Council, serves as the permanent deputy and directly oversees the dedicated support team.

The task force includes leaders from key departments such as Finance, Home Affairs, Construction, and the Provincial Economic Zone Management Board, along with heads of relevant agencies. The primary mission of the task force and its support team is to comprehensively prepare the dossier for the special mechanism scheme for Vân Đồn. This involves researching, proposing, and explaining policies, coordinating with central ministries and departments for appraisal, and monitoring progress throughout the completion and submission process to competent authorities.

The establishment of this task force comes as Vân Đồn continues to attract significant investment, with expectations of rapid and sustainable breakthroughs for the special zone. On June 27, the Prime Minister approved the investment policy for the Vân Đồn High-End Integrated Tourism Service Complex project, with a total capital of over $2 billion. The project aims to create a world-class resort, entertainment, and event complex, featuring a casino, tourism real estate, hotels, luxury villas, a shopping center, offices, conference facilities, and high-quality sports, entertainment, and wellness amenities.

Ao Tiên Port, along with the dynamic road network, serves as the critical infrastructure enabling the special zone’s seamless regional and international connectivity.

The Quảng Ninh Provincial People’s Committee has approved the investor selection for the Monbay Vân Đồn High-End Tourism, Entertainment, Golf, and Residential Complex project in the former Hạ Long commune area, with a total investment of nearly 25 trillion VND (equivalent to $1 billion). These billion-dollar projects are expected to introduce new growth poles for Vân Đồn, enhancing its appeal to international visitors and strategic investors.

To meet the economic, social, and infrastructure development demands of these projects, Quảng Ninh Province has been investing in the construction and upgrade of multiple key transportation routes in Vân Đồn, with a total capital of thousands of billions of VND. The port system, including Ao Tiên Port, and the dynamic road network are considered the essential foundation for the special zone’s seamless regional and international connectivity, ensuring that special mechanisms and policies can be effectively implemented upon issuance.
