Upcoming 2026: Underground Tunnels Planned for Two Key Intersections on Ring Road 3

The Hanoi People’s Committee has directed relevant departments to prepare for the construction of underpasses at two critical intersections on Ring Road 3: Dương Đình Nghệ and the Tây Thăng Long axis. Slated to begin in early 2026, this initiative aims to alleviate severe traffic congestion and frequent vehicle conflicts caused by the high volume of traffic at these junctions.

The Hanoi Department of Construction and the City Police have reported persistent traffic congestion and conflicts at the intersection of Duong Dinh Nghe and Me Tri with the Ring Road 3, despite implementing measures such as traffic reorganization and smart surveillance cameras.

On the morning of October 20, from 7:30 AM to 9:00 AM, severe traffic congestion occurred on Me Tri and Pham Hung roads (Ring Road 3 section) leading to the intersection.

The congestion was caused by the high volume of vehicles from Me Tri and Duong Dinh Nghe roads, leading to conflicts with traffic flowing on Pham Hung Road (Ring Road 3).

During the morning rush hour on October 20, prolonged traffic congestion was also observed on Me Tri Road heading toward the intersection.

In response, Vice Chairman of the Hanoi People’s Committee, Duong Duc Tuan, has directed the Hanoi Traffic Construction Project Management Board to finalize preparations and commence the underpass project at the Ring Road 3 intersection with Duong Dinh Nghe and Me Tri to alleviate traffic conflicts and congestion.

At the intersection of Ring Road 3 and Tay Thang Long Axis, the underpass will be constructed along the Tay Thang Long route, integrated with a future planned road project.

Once the underpass project is completed, vehicles traveling from Tay Ho to Bac Tu Liem (old) will no longer need to loop onto Ring Road 3. Instead, they can directly access the underpass (as indicated by the arrow), reducing traffic conflicts in the area.

Vice Chairman Duong Duc Tuan emphasized that constructing underpasses at the intersections of Duong Dinh Nghe and Tay Thang Long with Ring Road 3 is an effective solution to reduce traffic congestion in high-density areas prone to conflicts and gridlock.
