On October 19, the Thanh Hoa Provincial Traffic Police Department issued a report detailing traffic violations captured by the security and traffic surveillance camera system.
The list includes 109 cases of cars and motorbikes violating traffic rules within the province from September 21 to September 25. The two most common violations were disregarding traffic light signals and failing to wear helmets. Details are as follows:

The Thanh Hoa Provincial Police Department stated that within 10 days of the violation, the Traffic Police Department will send a notice to the vehicle owner and any related individuals or organizations involved in the administrative violation. They are required to cooperate in resolving the issue as per regulations.
Within 20 days of the notice, the violation information will be published on the website of the National Traffic Police Department. Alternatively, they can check for “cold” penalties through the VNeTraffic app.
Within 30 days of the violation, the authorities require the vehicle owner and any related individuals or organizations to visit the one-stop service department of the Thanh Hoa Provincial Police (1 Do Huy Cu, Hac Thanh Ward, Thanh Hoa Province) or their local police station to resolve the issue.
If the vehicle owner or related parties fail to resolve the issue within the specified timeframe, or if the Traffic Police Department does not receive a resolution notice, the case will be forwarded to the vehicle registration authority for further action.
Accelerating the Transition from Paper Driver’s Licenses to PET Cards for Data Synchronization and Online Public Services
In addition to addressing cold penalties, the Thanh Hoa Provincial Police Department recently emphasized the importance of transitioning from paper motorbike driver’s licenses issued before July 1, 2012, to PET cards. This initiative aims to enhance management efficiency and provide maximum convenience to citizens.
This transition not only synchronizes management data but also offers numerous benefits to citizens, making it easier and faster to access online public services.
Upon review, a significant number of paper driver’s licenses are still in use within Thanh Hoa Province. These licenses often lack complete information, such as date of birth, or were issued when citizens only had 9-digit ID cards, making them incompatible with the national management system. This incompatibility prevents data synchronization with the National Population Database, complicating state management and posing legal risks.
Switching from paper licenses to PET cards offers several advantages. PET cards are made from high-quality plastic, providing superior durability, water resistance, heat resistance, and wear resistance, ensuring long-term preservation and convenience. Additionally, PET card information is integrated into the VNeID electronic identification app, allowing drivers to use digital licenses while driving, reducing the risk of losing physical cards.
When renewing or replacing a lost license, citizens can complete the process online through the National Public Service Portal, saving time, effort, and associated costs.
The process for converting paper licenses to PET cards is straightforward. Citizens need only bring their paper motorbike driver’s license and citizen ID card (or level 2 electronic identification account) to designated conversion points to complete the necessary procedures.
