Launched in 2019, the Cam Le Industrial Cluster (CCN Cam Le) spans nearly 29 hectares and was funded by the Da Nang City’s budget. By late 2023, essential infrastructure such as drainage systems, wastewater treatment, greenery, and internal services had been largely completed. However, the entire area remains undeveloped, with some sections being used by locals for livestock grazing.
According to Mr. Thai Viet Hung, Director of the Da Nang Center for Industrial Promotion and Trade (the managing entity of CCN Cam Le), the primary obstacle is the lack of specific land pricing for leasing purposes. In January 2025, the Da Nang People’s Committee issued a decision to collect land use fees as a one-time payment for 50 years. However, by June of the same year, the city shifted to an annual land rental fee model. This change necessitates a reevaluation of land prices, which has yet to be approved.
“We have signed preliminary agreements with businesses, conducted site handovers, and marked boundaries. However, without finalized land prices, we cannot proceed with formal contracts for construction,” Mr. Hung explained.
Cam Le Industrial Cluster remains idle due to unresolved land pricing issues.
Currently, all 76 land rental positions within the cluster—representing 100% of the industrial land area—have been registered. However, businesses are unable to commence projects due to incomplete legal documentation.
Additionally, connecting the cluster to the national highway has proven challenging. The planned main road cannot be constructed due to conflicts with high-voltage power line corridors. As a temporary solution, the center has leased an internal road from the Hoa Cam Industrial Zone to facilitate transportation.
In response, the Da Nang People’s Committee has directed the Department of Agriculture and Environment to expedite the land pricing scheme and review land allocation and leasing decisions to align with current conditions. The Center for Industrial Promotion and Trade has submitted a proposal for internal infrastructure service fees to enable interim management while awaiting land price approval.
CCN Cam Le is one of two publicly funded industrial clusters managed by the Da Nang Center for Industrial Promotion and Trade. Initially, the cluster prioritized accommodating production facilities from residential areas within the former Cam Le District to address pollution and waste management issues.
