The Department of Agriculture and Environment of Ho Chi Minh City has recently submitted a report on the implementation of a public works project at the land address No. 1 Ly Thai To.

Following the acquisition of this property, Ho Chi Minh City plans to invest in and develop a public works project to serve the needs of the city’s residents. This will be executed through public investment or a public-private partnership (PPP) model, with no payment required.
Phase 1 consists of three steps common to both methods: asset arrangement and handling—Prime Minister’s approval of the arrangement and handling plan for the property as submitted by the Ministry of Foreign Affairs; and investment policy approval.
Next, the city’s local planning for the No. 1 Ly Thai To plot will be adjusted.
Phase 2 includes seven steps for public investment (expected to commence in July 2026) and six steps for PPP (expected to start in February 2026).
The Vuon Lai Ward People’s Committee will allocate land without charging land use fees. The investor will select a contractor, oversee project construction, and manage the completion and handover of the facility.
According to the Department of Agriculture and Environment, the No. 1 Ly Thai To property spans approximately 44,300 m2, with a floor area of 7,000 m2 approved for the Government Guest House. Currently, there are seven villas within the property.
On December 23, 2024, the Ministry of Foreign Affairs submitted a proposal to the Prime Minister for approval to transfer the management and use of the No. 1 Ly Thai To property from the Ministry to the Ho Chi Minh City People’s Committee.
To date, the plan for rearranging and handling the No. 1 Ly Thai To property, managed by the Ministry of Foreign Affairs and to be transferred to the Ho Chi Minh City People’s Committee for management and use, has not yet been approved.
At the recent 50th-anniversary conference of Ho Chi Minh City’s literature and arts, Party Central Committee Secretary and City Party Committee Secretary Tran Luu Quang announced that the Standing Committee of the City Party Committee has decided against developing residential projects in the Ben Nha Rong – Ho Chi Minh Museum (Ho Chi Minh City Branch) area. Instead, the city will develop the Ho Chi Minh Cultural Space, create a park, and expand Nguyen Tat Thanh Street along with other public services in the area.
Additionally, according to the City Party Committee Secretary, the No. 1 Ly Thai To plot will also be transformed into a park. The Standing Committee has also proposed the construction of a memorial monument to honor those who lost their lives during the COVID-19 pandemic.
