Millions of Vietnamese Citizens to Submit Land Use Right Certificate Photos via VNeID, Bypassing Commune and Ward Offices

The Ministry of Agriculture and Environment is collaborating with the Ministry of Public Security to develop a new feature on the VNeID app. This innovative tool will empower citizens to submit, verify, and authenticate their land ownership certificates and identity information seamlessly.

Mr. Mai Văn Phấn, Deputy Director of the Land Management Department (Ministry of Agriculture and Environment), stated that during the implementation of the data enrichment and cleansing campaign for land databases, several cases emerged where land users were not residing locally, had mortgaged their land, or were even abroad. This has made collecting red book copies challenging, according to Chinhphu.

To address this issue, the Land Management Department is collaborating with the Digital Transformation Department (Ministry of Agriculture and Environment) and the Administrative and Social Order Management Police Department (C06, Ministry of Public Security) to develop a feature on the VNeID app. This feature will allow citizens to self-declare their red book details without needing to submit physical copies of their red book or ID card.

Citizens will soon be able to submit red book photos via VNeID.

Data collection is a critical step in the 90-day intensive campaign to enrich and cleanse the national land database, jointly implemented by the Ministry of Public Security, Ministry of Agriculture and Environment, and local authorities nationwide from September 1 to November 30, 2025.

To facilitate this campaign, active participation from land users and property owners is essential for providing and verifying information. This collaboration is vital for both the government and citizens to refine the national land database, supporting the execution of land-related administrative procedures and other online public services in a digital environment.

Further explaining the requirement for red book copies in the campaign, Mr. Mai Văn Phấn noted: “Land registration and red book issuance have undergone multiple phases with varying regulations. In some periods, red books only listed the household head’s name without an ID number, or were based on provisional maps…”

Additionally, citizen ID cards have been issued across different eras, from 9-digit IDs to 10-digit IDs, and now the 12-digit chip-embedded citizen ID cards. Many land users have informally transferred or changed land use purposes, or have not completed inheritance procedures, resulting in inconsistent data.

In some localities, natural disasters, particularly floods and landslides, have damaged land records, complicating information verification and authentication.

Therefore, collecting red book copies is essential for reviewing, cross-referencing, and enhancing land data accuracy. This is not solely the responsibility of management agencies but requires the involvement of the entire political system and the public.

However, Mr. Phấn acknowledged that some areas lack specific guidelines, leading to confusion in implementation or rigid approaches that leave citizens unclear about the campaign’s purpose and procedures. These issues primarily stem from organizational shortcomings.

Responding to public concerns about being asked to photocopy or notarize land use certificates, Mr. Mai Văn Phấn clarified: Citizens only need to provide copies of their land certificates and ID cards when requested by task forces, without the need for notarization.
