No Further Reorganization of Wards and Communes in Ho Chi Minh City, Confirms Secretary Tran Luu Quang

On the morning of October 22, the Ho Chi Minh City Party Committee held a conference to summarize the implementation of Resolution 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam. The resolution focuses on “Continuing to innovate and reorganize the apparatus of the political system to make it leaner and more efficient.”

Speaking at the conference, Mr. Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, addressed the question of whether further reorganization of wards and communes in the city would take place.

According to the Secretary of the Ho Chi Minh City Party Committee, there have been reports that 48 wards and 4 communes do not meet the required area criteria and would need further reorganization.

In response, Mr. Tran Luu Quang stated that the city’s leadership had carefully considered and reviewed the criteria for reorganizing wards and communes. Given the city’s unique characteristics of limited land and high population density, some areas inevitably fail to meet the area requirements.

However, the city has taken a comprehensive approach, considering multiple principles and criteria, and the Central Committee has approved this reorganization.

Therefore, the Secretary of the Ho Chi Minh City Party Committee affirmed that there would be no further reorganization of wards and communes in the coming years. Instead, the focus will be on consolidating and enhancing the quality of the existing apparatus.

“Everyone can rest assured,” said Mr. Tran Luu Quang, urging ward and commune officials to concentrate on their work.

As of July 1, 2025, following the reorganization, Ho Chi Minh City now has 168 wards, communes, and special zones. Some wards, such as Sai Gon, Cau Ong Lanh, Dien Hong, Ben Thanh, Binh Tien, Phu Nhuan, Phu Tho, Duc Nhuan, and Gia Dinh, do not meet the area criteria but have unique population characteristics.
