On the afternoon of October 22, concluding the 3rd meeting of the Steering Committee for Nuclear Power Plant Construction (the Committee), Prime Minister Pham Minh Chinh, Head of the Committee, directed the acceleration of the Ninh Thuan Nuclear Power Plant projects (Khanh Hoa Province) to meet the nation’s energy demands in the new era.

During the meeting, the Committee reviewed task implementation progress and proposed future measures to advance nuclear power plant construction, aligning with national development goals.
In his concluding remarks, Prime Minister Pham Minh Chinh instructed relevant ministries, agencies, and local authorities to compile legal obstacles into a draft resolution for National Assembly approval, ensuring a robust legal framework for the Ninh Thuan Nuclear Power Plants.
Khanh Hoa Province was tasked with developing resettlement projects, providing fair compensation, and ensuring residents’ living standards in new locations match or exceed those of their previous homes. Public awareness campaigns will also be conducted to encourage land concessions for the project.
The Prime Minister directed the Ministry of Finance to allocate an additional VND 9 trillion, as requested by Khanh Hoa Province, for land clearance.
Negotiations with Nuclear Power Partners Emphasize “Mutual Benefits and Shared Risks”
The Prime Minister urged ministries and agencies to actively negotiate and finalize the agreement with Russia on the Ninh Thuan 1 Nuclear Power Plant, emphasizing mutual benefits and shared risks. The agreement must adhere to IAEA standards, the Vienna Convention on Civil Liability for Nuclear Damage, and Vietnam’s specific conditions.
“Complete negotiations on the Ninh Thuan 1 Nuclear Power Plant cooperation agreement with Russia and finalize legal frameworks by November 2025. Conclude discussions with Japanese partners on Ninh Thuan 2 and report to the Politburo on the implementation of Resolution 70 regarding national energy security by 2030, with a vision to 2045,” the Prime Minister instructed.
Prime Minister Pham Minh Chinh directed Vietnam Electricity (EVN) to expedite the pre-feasibility study and technical design for Ninh Thuan 1, enabling competent authorities to make informed decisions.
The Vietnam National Oil and Gas Group (PVN) was tasked with developing the investment project for Ninh Thuan 2 and coordinating with relevant bodies to resolve outstanding issues.
The Ministry of Education and Training, in collaboration with EVN and PVN, will identify workforce requirements in terms of quantity, expertise, and qualifications for the nuclear power plants.
