Attending the meeting were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; leaders of ministries, agencies, and localities, members of the Steering Committee.
The Ninh Thuan Nuclear Power Project was approved by the XII National Assembly in 2009. However, in 2016, the XIV National Assembly issued a resolution to temporarily halt the project. In response to the demands of the new development era, in late 2024, the Party Central Committee and the National Assembly agreed to restart the Ninh Thuan Nuclear Power Project (now in Khanh Hoa Province). Shortly after, the Prime Minister issued decisions to establish and consolidate the Steering Committee for the construction of the nuclear power plant.
At the meeting, delegates reported and discussed the progress of drafting and issuing mechanisms and policies to institutionalize the Party’s guidelines, perfecting the legal framework, and resolving difficulties and obstacles in various laws. They also reviewed the implementation of tasks assigned after the previous meeting, achievements, pending issues, identified obstacles, causes, responsible agencies, and proposed subsequent tasks and solutions.

According to reports and opinions at the meeting, following the conclusions of the Steering Committee’s second session, ministries, agencies, and project investors proactively and actively implemented their assigned tasks. Agencies also actively engaged in discussions and negotiations with foreign partners.
After submitting to the National Assembly for the issuance of Resolution No. 189 dated February 19, 2025, on special mechanisms and policies for investing in the construction of the Ninh Thuan Nuclear Power Project, the Government issued an implementation plan for Resolution No. 189 of the National Assembly.
The Prime Minister assigned Vietnam Electricity (EVN) as the investor for Nuclear Power Project 1, the National Oil and Gas Group (Petrovietnam) as the investor for Nuclear Power Project 2, and the People’s Committee of Ninh Thuan Province (now Khanh Hoa Province) to implement the component project for resettlement and land clearance. The nuclear power projects have been added to Power Plan VIII.
The Ministry of Science and Technology has finalized the Atomic Energy Law for submission to the National Assembly and is currently drafting decrees and circulars to guide its implementation. The Ministry of Education and Training has submitted to the Prime Minister for approval the Human Resource Training and Development Plan for Nuclear Power Development until 2035.
The Ministry of Finance is drafting a Government Resolution to separate the content of resettlement, land clearance, and site preparation for nuclear power plant projects into an independent project.

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and commended the ministries, agencies, and localities for their proactive and active implementation of assigned tasks, achieving concrete results after the Steering Committee’s second session.
Out of 18 assigned tasks, 9 have been completed, including significant tasks such as issuing the Government’s Action Plan to implement Resolution 189 of the National Assembly, adjusting Power Plan VIII, submitting the Atomic Energy Law to the National Assembly, and allocating VND 3,236 billion to Khanh Hoa Province for the resettlement project.
Additionally, 7 tasks are underway, and 2 have not yet started. Identifying limitations such as the pace of negotiations with foreign partners on nuclear power plant construction, land clearance, legal framework completion, and occasional lack of coordination among ministries, agencies, and localities, the Prime Minister urged relevant entities to draw lessons, proactively fulfill their assigned tasks, and address emerging difficulties and obstacles within their functions, tasks, and authority. They should also report to competent authorities on issues beyond their jurisdiction.

The Prime Minister outlined key tasks for relevant ministries, agencies, and localities, including proposing additional capital for land clearance to meet the requirements and standards of the International Atomic Energy Agency (IAEA); perfecting the legal framework and special mechanisms for task implementation, including advising on drafting a National Assembly and Standing Committee Resolution to address legal obstacles.
The Prime Minister also directed the promotion of negotiations and the completion of agreements with partners based on the principles of harmonized interests, shared risks, reduced red tape, and the development of appropriate standards and regulations, ensuring compliance with IAEA safety standards and guidelines on nuclear security, as well as relevant international conventions in the nuclear field.

EVN was urged to expedite the preparation of the pre-feasibility study report in October; agencies were tasked with completing negotiations on the cooperation agreement for the construction of Nuclear Power Plant 1 and finalizing the legal framework by November 2025.
The Ministry of Education and Training was instructed to closely coordinate with EVN and Petrovietnam to determine the quantity, qualifications, and expertise of human resources needed for nuclear power plants. Based on this, they should organize training and attract domestic and international talent.
The Prime Minister called on Khanh Hoa Province to mobilize the entire political system to focus on land clearance and resettlement, with the Provincial Party Secretary directly overseeing the efforts, supported by relevant ministries and agencies. He emphasized the importance of ensuring that new residences for displaced residents are at least equal to or better than their previous homes, quickly stabilizing their lives, and safeguarding their legitimate rights and interests. He also urged the proposal of policies to support residents in transitioning to new occupations with competent authorities.

Ministries, agencies, and bodies, in accordance with their functions and tasks, were instructed to coordinate in addressing the proposals of the Khanh Hoa Provincial People’s Committee regarding mechanisms for implementing the resettlement, land clearance, and site preparation projects for nuclear power plants.
With the utmost urgency, Prime Minister Pham Minh Chinh emphasized that ministries, agencies, localities, and members of the Steering Committee must continue to focus their time, effort, and intellect on fulfilling their assigned tasks related to nuclear power plant construction, in line with their functions, tasks, and authority.
The Prime Minister assigned Deputy Prime Minister Bui Thanh Son to directly oversee and resolve issues within his authority and report to the Prime Minister on matters beyond his jurisdiction.
