On October 22, continuing the agenda of the 10th session, the Government presented to the National Assembly the draft Law amending and supplementing certain provisions of the Education Law, including regulations related to textbooks.

Presenting the draft law, Minister of Education and Training Nguyen Kim Son stated that the draft has amended and supplemented Article 32, which regulates textbooks for general education and local educational materials.
The draft law specifies that textbooks implement the general education curriculum, concretizing the requirements of the general education program regarding goals, educational content, and student competencies; providing guidance on teaching methods and assessment of educational quality; ensuring content and format are free from ethnic, religious, occupational, gender, age, and social status biases; and presenting textbooks in printed, Braille, and electronic formats.
The State provides a unified set of textbooks nationwide to ensure equitable access to education, quality, and modernity, aligned with educational goals. The Government mandates free textbooks for students and implements appropriate socialization measures to ensure sustainability and meet the demands of enhancing educational quality.
According to the draft law, the National Council for Textbook Evaluation, established by the Minister of Education and Training for each subject and educational activity at each grade level, is responsible for evaluating textbooks. The Council and its members are accountable for the content and quality of the evaluation.
The Minister of Education and Training approves textbooks for use in general education institutions after they have been evaluated and rated by the National Council for Textbook Evaluation. The Minister also sets standards and procedures for compiling and revising general education textbooks.
Minister Nguyen Kim Son noted that these amendments and supplements aim to concretize Resolution 71-NQ/TW dated August 22, 2025, issued by the Politburo on breakthroughs in education and training development. Specifically, Resolution 71 emphasizes the need to ensure a unified set of textbooks nationwide, which must be institutionalized in the draft Law for implementation.
Presenting the verification report, Nguyen Dac Vinh, Chairman of the National Assembly’s Committee on Culture and Society, stated that the Committee agrees with the provision that the State provides a unified set of textbooks nationwide, institutionalizing the Party’s policy on general education textbooks.
Regarding local educational materials, the Committee on Culture and Society supports the regulation that grants authority to specialized agencies under the People’s Committees at the provincial level to organize compilation, with provincial-level evaluation councils responsible for evaluation. Approval authority for local educational materials is delegated to the Chairpersons of the People’s Committees at the provincial level to ensure local autonomy.
During the session, Minister of Education and Training Nguyen Kim Son also presented the draft amended Laws on Higher Education and Vocational Education.
