The Central Propaganda and Mobilization Committees have issued Directive 31 on the dissemination of the outcomes from the 13th Plenary Session of the 13th Central Committee of the Communist Party of Vietnam.

Accordingly, the 14th National Congress of the Party is scheduled to take place over 7 days, from January 19, 2026, to January 25, 2026.

Discussion and Adoption of Four Key Reports

The Congress will deliberate and adopt four significant reports: the Political Report; the Report summarizing theoretical and practical issues of the 40-year renewal process towards socialism in Vietnam; the Report reviewing 15 years of implementing the Party’s Charter; and the Report assessing the leadership and guidance of the 13th Central Committee.

The Congress will also discuss and approve the personnel plan for the 14th Central Committee, conducting the election process in accordance with the Election Regulations for the 14th National Congress.

Regarding the Working Regulations and Election Regulations for the 14th National Congress, the Central Committee emphasizes that the effective implementation of these regulations is crucial for ensuring the Congress’s success.

The Central Committee has reviewed, discussed, and provided feedback on the draft Working Regulations and Election Regulations, ensuring compliance with the Party’s Charter and relevant principles. These drafts balance tradition with innovation, aligning with the Party’s evolving leadership methods and practical realities, while proactively preventing and addressing any negative or improper actions.

The Working Regulations for the 14th National Congress consist of 6 chapters and 16 articles, building upon the 16 articles from the 13th Congress’s regulations with updates for relevance. The Election Regulations include 5 chapters and 24 articles, retaining 18 articles from the previous regulations and amending 6 others.

The Central Committee has tasked the Politburo with refining these drafts based on feedback for submission to the 14th National Congress.

Personnel Preparations: A Critical Priority

Regarding personnel preparations, the guidelines emphasize a thorough review of nominations from party committees and organizations, alongside rigorous evaluations by relevant agencies. The Politburo has comprehensively assessed and consolidated the nomination list, conducting introductory votes as required.

The Politburo has also initiated introductory votes for the 14th Central Inspection Commission, including both re-nominated and new candidates.

The Politburo will present the nomination results and proposals to the Central Committee for the 14th Central Committee and Central Inspection Commission. This process is deemed “critically important” and pivotal for the Congress’s success and the nation’s future development.

Personnel preparations must adhere to established criteria, structure, and quotas, under the direct leadership of the Central Committee, Politburo, Secretariat, Personnel Subcommittee, and the General Secretary.

These preparations are closely coordinated with plans for leadership appointments in central party and state organs for the 2026-2031 term, as well as in the Vietnam Fatherland Front, socio-political organizations, and local governments.

The Central Committee has praised the meticulous preparation of the draft documents for the 14th National Congress, noting multiple revisions and updates, particularly following the 11th and 12th Plenary Sessions.

The structure and content of these drafts introduce innovative elements, reflecting a commitment to candidly assessing realities.

They outline guiding principles, national development goals, key priorities, and transformative solutions for sustainable growth, embodying the nation’s aspirations in the new era.
