During the meeting, leaders of Project Management Boards and local authorities reported on the disbursement progress of public investment capital, along with challenges faced in implementing key projects.
According to the report, in 2025, the former Binh Duong province was allocated 94 projects with a total budget of VND 25,808 billion from the central, provincial, and district levels. So far, VND 9,771 billion has been disbursed, reaching 37.86% of the total allocated capital.
Large-scale projects (over VND 50 billion) are being actively implemented. Notably, the compensation and resettlement project for Ring Road 3 has a planned budget of VND 1,400 billion. If obstacles related to hiring a consulting unit to determine land prices are resolved by October 2025, full disbursement is expected in November 2025.
The land clearance project for Ring Road 4 has a planned budget of VND 7,307 billion, with 16% disbursed to date. Challenges include land boundary measurements, confirmation, and compensation for 44 households using land in the D War Zone Agricultural and Forestry Farm.
The land clearance project for the Thu Bien – Dat Cuoc Road (additional 12.5 km) has approved compensation for 44 cases totaling VND 73.42 billion (13% of the plan). Issues persist with cases involving forestry land users.
The land clearance project for the HCMC – Thu Dau Mot – Chon Thanh Expressway is progressing well, with no major obstacles. VND 2,766 billion has been disbursed (35% of the plan).

The HCMC – Thu Dau Mot – Chon Thanh Expressway spans approximately 57 km, serving as a strategic transport link connecting HCMC with Binh Duong (New HCMC) and Binh Phuoc (New Dong Nai).
The 52 km section in Binh Duong has a total budget of VND 17,400 billion, with construction starting in February and expected completion in 2027. The 6.6 km section in Binh Phuoc began construction in late 2024, with a total investment of over VND 1,470 billion and expected completion in 2026. The 1.7 km section in HCMC is finalizing land clearance.
At the meeting, departments and localities proposed solutions to accelerate progress and complete disbursement as planned. These included urging the City People’s Committee to review and adjust capital plans, the Department of Construction to clarify additional 30% support for ineligible houses, and the Department of Finance to clarify funding for land price appraisal units.
Concluding the meeting, Vice Chairman of the City People’s Committee Bui Minh Thanh emphasized the critical role of land clearance compensation in public investment disbursement. Resolving bottlenecks in Q4/2025 will significantly improve disbursement.
The Vice Chairman directed departments to promptly address meeting proposals and localities to report grassroots challenges for timely resolution. He also stressed enhancing communication, providing compensation progress updates, and recognizing households leading in land handover to foster public and business consensus in land clearance efforts. The Land Fund Development Center will support specialized teams in wards and communes to expedite public investment disbursement and key project land clearance.
