Regarding the issue of thousands of customers unable to submit their online applications for the Rice Long Châu social housing project (Bồ Đề Ward, Hanoi), as reported by Tiền Phong, BIC Vietnam Joint Stock Company, representing the joint venture developer, issued a response on October 22.
The company stated that many customers have successfully submitted their applications online. As of October 22, 1,219 applications have been submitted online, including 134 cases from Priority Group 1, such as veterans, revolution contributors, and martyrs’ families.
Addressing the reported system crashes and delays during file uploads, the company confirmed that the network experienced a 10-minute outage on October 9, which was immediately resolved. They suspect that certain elements are deliberately disrupting the online submission process to tarnish the developer’s reputation, claiming system difficulties to resell slots at exorbitant prices.
“We are prepared to share our source code with inspection and security agencies to verify any unauthorized interference with our software,” the company representative asserted.

The company also mentioned that nearly 10,000 application codes have been issued to customers. No developer has the capacity to manually process and evaluate such a vast number of applications. Evaluating a single application is challenging, given the 12 different applicant categories, each with unique documentation requirements. After submission, the authenticity of each application must be verified.
Regarding the requirement for social insurance participation certificates, the company discovered, through consultations with relevant authorities, that some urban low-income individuals without formal employment contracts were using fraudulent services to obtain fake income and eligibility certificates. These services provided falsified documents, including income statements and pay slips, to manipulate applications for personal gain.
However, the mandatory social insurance proof requirement effectively prevents such fraudulent activities, eliminating applicants with falsified documents and misleading information.

Similarly, the residency confirmation requirement ensures that only individuals residing in Hanoi, who have registered for permanent or temporary residence, are eligible to purchase social housing in the city.
Social housing projects are designed to serve residents and workers in the province or city where they are located. Without residency requirements, it becomes challenging for authorities and developers to assess genuine housing needs.
“Without residency restrictions, the allocation of social housing funds may become imbalanced, compromising the rights of long-term local residents,” the company representative explained.
The Thượng Thanh social housing project consists of three 22-story buildings (CT1, CT2, CT3, excluding basement and stairwell levels), totaling 1,951 units. Of these, 1,765 units are for sale, and 186 units are for rent-to-own. Unit sizes range from 32.31m² to 69.9m².
The project is developed by a joint venture between Him Lam Thủ đô Joint Stock Company and BIC Vietnam Joint Stock Company.
The average selling price is 29.4 million VND/m² (including VAT, excluding maintenance fees). The average rent-to-own price is 346,701 VND/month/m² (including VAT).
The expected contract signing dates are November 24, 2025, for CT1, and January 26, 2026, for CT2 and CT3. The joint venture processes a maximum of 70 applications daily.
