Land Data Cleansing: Citizens to Submit Red Book Photos via VNeID Soon

In an upcoming development, citizens will be able to submit scanned images of their land-use right certificates via the VNeID app, eliminating the need to submit physical copies to their local neighborhood associations, as confirmed by the Land Administration Agency.

In a recent confirmation to VTC News on October 22, Mr. Mai Văn Phấn, Deputy Director of the Department of Land Administration (Ministry of Agriculture and Environment), announced a collaborative effort with the Police Department for Administrative Management of Social Order (C06 – Ministry of Public Security). This partnership aims to develop a feature on the VNeID app, allowing citizens to submit photocopies of their land certificates within the next few days. The initiative supports the “land data cleansing” program.

“Citizens can upload photocopies of their land certificates via the VNeID app. We are currently implementing this, with C06 taking the lead. This measure eliminates the need for residents to submit photocopies of land certificates and ID cards to neighborhood or ward authorities. Additionally, online submission is far more convenient for those residing in one location while owning land elsewhere, making direct visits impractical,” explained Mr. Mai Văn Phấn.

Mr. Mai Văn Phấn further emphasized that citizens only need to provide copies of their land certificates and ID cards upon request from the task force, without the requirement for notarization.

According to Mr. Phấn, the land data enrichment and cleansing campaign aims to establish a comprehensive land database that is “accurate, complete, clean, live, unified, and shared.” This initiative ensures citizens directly benefit from administrative reforms and digital transformation in land management.

Given the diverse information regarding land users—including land details and ID card information on issued certificates—collected over various periods, the management and storage of records, technological advancements, and instances of unauthorized land-use changes or transactions have led to inconsistencies in some data.

“The ultimate goal of this campaign is to create a database that is ‘accurate, complete, clean, live, unified, and shared’ to serve both citizens and businesses. Each citizen’s participation in providing and verifying information contributes to building a modern, transparent, and efficient land governance system,” Mr. Mai Văn Phấn stressed.

Previously, many citizens expressed support for the initiative to cleanse and enrich land data to enhance transparency and resolve data inconsistencies. However, they criticized the outdated and unreasonable method requiring them to submit photocopies of land certificates and ID cards to neighborhood or ward authorities.

Citizens argued that district-level databases already contain this information, and ward officials should verify it through the system rather than inconveniencing residents, causing time and financial burdens.

Experts and lawyers also criticized the requirement for citizens to submit photocopies of land certificates to standardize land data, deeming it contrary to administrative reform principles. They suggested leveraging technology applications for citizens to submit digital copies of land certificates and related documents via apps like VNeID or iHanoi.

Furthermore, photocopies lack legal validity and serve only as references for state officials to trace original records. Thus, digital submissions via apps achieve the same purpose more efficiently.
